Evaluations within the United Nations system are designed “to determine as systematically and objectively as possible the relevance, efficiency, effectiveness and impact of the organization’s activities in relation to their objectives.”


The Evaluation Policy presents the United Nations Environment Programme (UNEP) Evaluation policy and the strategy for its implementation. It explains the objectives, roles and functions of evaluation within UNEP, defines the institutional framework within which it operates and outlines the general processes by which it is operationalized.


The 2012-2013 Evaluation Synthesis Report utilizes information drawn from; the Mid-term Evaluation of the Medium Term Strategy 2010–2013, two sub-programme evaluations, one country programme review, a review of the Rotterdam, Stockholm and Basel Convention’s ‘synergies decision’, a review of the Mediterranean Action Plan, and a gender review. The report also presents a new analysis of project performance across forty eight in-depth project evaluations and contains review of the status of implementation of evaluation recommendations.



The Evaluation Office has released a Mid-Term Evaluation of UNEP's Medium-Term Strategy 2010-2013 which assesses the extent to which the new MTS has been successful in reorienting UNEP’s programme to address key global environmental challenges, and in guiding the associated institutional reform process designed to strengthen the effectiveness and efficiency of the organisation in programme delivery.
