Introduction

The Secretariat for the Protection, Management and Development of the Marine and Coastal Environment (Nairobi Convention) is organizing a series of regional meetings that will be held back to back in September 2013 in Cape Town, South Africa.

The meetings include:

  1. Experts meeting on the preparation of a Regional State of Coast Report for the Western Indian Ocean region;
  2.  The First Negotiation Meeting on the draft Protocol on Integrated Coastal Zone Management (ICZM Protocol) to the Nairobi Convention; and
  3. Meeting of Focal Points to the Nairobi Convention.

The meetings are as listed below;

1. Experts Meeting on the Preparation of the Regional State of Coast Report for the Western Indian Ocean Region

The Nairobi Convention Secretariat is organizing the Experts Meeting on the Preparation of the State of Coasts report for the WIO region.

The experts’ meeting is a follow up to the First Authors’ workshop that was held on 17 to 19 April 2013 in Maputo, Mozambique in response to Decision CP7/15.2 of COP7. In decision CP7/15.4 Contracting Parties requested the Secretariat to facilitate the holding of regional meetings of experts for the purpose of exchanging and consolidating information in accordance with Article 18 (2) of the Protocol concerning Protected Areas, and Wild Fauna and Flora in the Eastern Africa region with the aim of preparing the state of coast reports that will contribute to the United Nations Regular Process.
It is within this context that the Experts meeting is being organized, as an initiative which seeks to improve understanding of the oceans and to develop a global mechanism for delivering science‐based information to decision makers and the public.

The objectives of the Experts Meeting include:
a) Review and evaluate assessments reports prepared by experts in the WIO region to contribute to the regional State of Marine Environment in the WIO region for the World Oceans Assessment.
b) Strengthen the network between experts and organizations taking part in each preparation of the assessment reports 

2. The First Negotiations Meeting on the Draft Protocol on Integrated Coastal Zone Management (ICZM Protocol) to the Nairobi Convention

The Nairobi Convention Secretariat, UNEP is organizing the First Negotiations Meeting on the Integrated Coastal Zone Management (ICZM) Protocol to the Nairobi Convention. The negotiations meeting is being organized in response to decision CP 7/3 that was adopted by the Seventh Meeting of the Contracting Parties to the Nairobi Convention (COP7) held in Maputo, Mozambique on 10 to 14 December 2012. In decision CP7/3.1 Contracting Parties agreed to negotiate the protocol on integrated coastal zone management and present an agreed text for consideration for possible adoption at the next Conference of Parties serving as the Conference of Plenipotentiaries. Further in decision CP7/3.2 Contracting Parties requested the Secretariat to facilitate meetings on negotiations on the protocol on integrated coastal zone management and its Conference of Plenipotentiaries. 

The meeting will bring together nominated negotiators for the ICZM Protocol to the Nairobi Convention, comprising of nominated legal and technical ICZM experts in the Western Indian Ocean region. The negotiators are drawn from the contracting parties to the Nairobi Convention which are; Comoros, France, Kenya, Madagascar, Mauritius, Mozambique, Seychelles, Somalia, Tanzania and the Republic of South Africa.

The objective of the meeting is to negotiate the text of the Seventh draft of the ICZM Protocol to the Nairobi Convention that was developed after the 7th Meeting of the Ad‐hoc Legal and Technical Working Group on ICZM protocol (LTWG7) held on 6 ‐8 August 2012, in Maputo, Mozambique.

The expected outcome of the negotiations meeting is a meeting report that will draw a conclusion on the negotiation process and finalisation of the text of the ICZM Protocol to the Nairobi Convention. The meeting will also initiate the preparation process for the Conference of Plenipotentiaries that will consider and adopt the final text of the ICZM protocol.

3. Meeting of Focal Points to the Nairobi Convention

The Nairobi Convention Secretariat UNEP is further organizing a Meeting of Focal Points to the Nairobi Convention. The meeting will bring together Focal Points to the Nairobi Convention from Comoros, France, Kenya, Madagascar, Mauritius, Mozambique, Seychelles, Somalia, Tanzania and the Republic of South Africa.

The objective of the meeting is to discuss the implementation of the Nairobi Convention’s Work
Programme; and the decisions of the Seventh Conference of Parties to the Nairobi Convention that was held on 10 to 14 December 2012, including a discussion of national reports prepared by focal points.
