CCAC Oil and Gas Initiative Seeks to Engage Business in Liquids Recovery and Emissions Reduction Efforts

10 July 2014 – The Oil and Gas Initiative of the Climate and Clean Air Coalition (CCAC) will hold a business outreach session on July 17, 2014 in Calgary, Canada to engage public and private sector stakeholders in its global activities. A primary aim of the initiative is to help reduce short-lived climate pollutants (SLCP) from venting, leakage, and flaring of natural gas from upstream production operations.

The CCAC sees itself as a transformative catalyst of change in the oil and gas sector, filling a gap that is not currently addressed by international clean energy partnerships.

Reducing SLCP emissions has the potential to realize significant and measureable environmental, health and social benefits. Topics to be addressed at the outreach session will include:

  • SLCP emissions reduction projects associated with the recovery of hydrocarbon liquids
  • scaling-up the deployment of new and existing technologies and services
  • recent examples of related industry and regulatory experiences
  • collaborating with potential partners from the oil & gas industry, finance and other priority sectors on project opportunities

BACKGROUND

From 2011-2013, two national oil and gas companies, PEMEX (Mexico) and Ecopetrol (Colombia), participated in oil and gas sector projects that identified climate mitigation actions which could reduce short-lived climate pollutant emissions, primarily black carbon and methane (http://www.ptac.org/projects/181).

Technology and practice demonstrations at selected PEMEX and Ecopetrol facilities produced mitigation and business plans that identified significant opportunities to reduce carbon dioxide equivalent emissions and avoid millions of dollars in annual energy and production losses from these facilities.

The CCAC will build on this public-private cooperative approach to improve the diffusion of existing technologies and introduce new technologies that could bolster existing efforts on near-term climate change and related public health and environmental issues.

The CCAC’s Oil and Gas Initiative seeks to work collaboratively with key public and private sector stakeholders to reduce methane and black carbon emissions from venting, leakage, and flaring of natural gas from upstream production operations worldwide by developing an increased global capacity for SLCP reductions.

The initiative is also working to measure and monitor the implementation of innovative technologies as well as to undertake emission mapping and visualization exercises. The mapping and visualization exercises demonstrate, in a practical manner, that SLCPs could be minimized or eliminated with the implementation of a systemic approach that both decreases emissions and significantly lowers production costs.

The Climate and Clean Air Coalition to Reduce Short Lived Climate Pollutants is a partnership of governments, intergovernmental organizations, the private sector, the environmental community, and other members of civil society. The Coalition is government-led but is highly cooperative and voluntary. Short-lived climate pollutants are agents that have a relatively short lifetime in the atmosphere—a few days to a few decades—but also a warming influence on climate as well as, in many cases, detrimental impacts on human health, agriculture and ecosystems.
