UNEP’s Regional Offices play a central role in coordinating its Programme of Work in the regions through ensuring the effective and efficient delivery of interventions, in response to regional, sub-regional and national needs.

|The role of the regional offices has been enhanced by GC22/14 decision of the UNEP Governing Council adopted in 2003. The decision calls upon UNEP "to establish and strengthen partnership at the regional and sub-regional level with other United Nations bodies, development banks and other institutions, including major groups, with a view of enhancing the effectiveness of the development and delivery of the programme of work of the United Nations Environment Programme in the Regions."
Major Groups and other Stakeholders' organizations work at the national and regional level. Therefore they are well placed to participate in the implementation of UNEP’s Programme of Work through co-operation with the regional offices.
Regional Consultations – getting prepared for the Global Fora
Since 2004, the Global Major Groups and Stakeholders Forum (GMGSF), which precedes the annual United Nations Environment Assembly (UNEA) of UNEP, has become the core of UNEP’s engagement with civil society. It is the main entry point for civil society participation at the highest level of UNEP. This growing network represents opportunities to further engage civil society at the policy and programmatic levels.
The GMGSF is built through six annual Regional Consultative Meetings - one per UNEP region. Representatives of Civil Society Organizations (CSOs) are invited to two to three-day consultation meetings in each region, three to four months prior to the Global Major Groups and Stakeholders Forum (GMGSF). Each region engages in a substantive dialogue on environmental issues that will be discussed during the next United Nations Environment Assembly (UNEA) of UNEP and produces a regional statement. Around 300 representatives are involved in the process at the regional level.
At the Regional Consultative Meetings, two representatives for each UNEP region are elected. These regional representatives serve a one-year term as observers on the Major Groups Facilitating Committee and also participate in the Global Major Groups and Stakeholders Forum (GMGSF).
