The Adaptation Fund's (AF)
groundbreaking Direct Access financing mechanism,
allows developing countries to access financial resources from the fund directly,
without the intermediation of multilateral development institutions. Direct access
is a unique feature evolved by the Adaptation Fund Board and unprecedented for an
environmental financial mechanism and means that a country can directly access
Adaptation Fund resources via a National Implementing Entity (NIE) that has met
the AF Boards international fiduciary and management standards. NIEs prepare
and submit the project proposals and are fully responsible for overall management
of projects and proposals funded by the AF and for financial monitoring and reporting.
NIEs can be government ministries, interministerial commissions, government cooperation
agencies, and NGOs.
