As part of activities of the Southeast Asia Network of Climate Change focal points, the Network Secretariat has commissioned the IIEC Regional Office in Bangkok to design and develop the ASEAN Climate Change Action Database (ACCAD) system to inform the Integrated Analysis and Development of Framework Policies for Low Emissions and Climate Change Resilient Development in the region.

Snapshot of the Region
Home to more than 563 million people, Southeast Asia is one of the fastest growing regions in the world and has a fast growing energy demand driven by economic and demographic growth. The region’s global share of GHG emissions (estimated at 12% in 2000) is likely to increase significantly especially in view of its very large growth in energy demand to fuel electricity generation, industrial processes, transport, and households: it more than doubled, from 230 million tons of oil equivalent (Mtoe) in 1990 to 490 Mtoe in 2007, of which fossil fuels accounted for 74%. The region has been identified as highly vulnerable to the impacts of climate change. According to ADB, continuing ‘business as usual’ emissions increases are expected to trigger a loss of 6.7% combined GDP by 2100 in ASEAN countries.
The region’s energy sector is the fastest growing contributor to emissions and holds vast, untapped potential for mitigation. ADB estimated that renewable energy and energy efficiency initiatives could mitigate up to 40% of the region’s combined energy related emissions by 2020.
The Network in a Nutshell
Working primarily through the UNFCCC National Climate Change Focal Points designated in each country and mobilizing other key actors, the Southeast Asia Climate Change Network (SEAN-CC) – a UNEP initiative funded by the Government of Finland - aims to guide ASEAN countries making sound policy, technology, and investment choices that lead to a reduction in greenhouse gas emissions and potential co-benefits, with a specific focus on promoting action on energy efficiency and energy conservation (EE&C); and clean and renewable energy sources.

In line with the priorities identified and agreed with the national climate change focal points or responding to direct country requests, SEAN-CC activities cover technical assistance (including policy advice), capacity building, and knowledge generation and information sharing with a view to:
• Strengthen coordination and collaboration amongst decision makers for low carbon development.
• Address the capacity gaps of energy professionals in the region and support countries to strengthen energy institutions for designing, implementing and monitoring mitigation activities.
• Expedite development of good policies to accelerate the transfer of climate friendly technologies.
• Engage the private sector in national and regional efforts for low carbon development.
• Improve the development of knowledge, disseminate best practices and foster interactions and exchange of experiences among climate change professionals in the region.

Through the Network, policymakers are able to:
• Interact and exchange experiences with climate change profesionals in the region and international experts
• Gain a better understanding of the benefits of low carbon development an related tecnologies options
• Engage with energy professionals and the private sector to jointly respond to the climate change challenge
