Online Access to Research in the Environment (OARE)

In an effort to help reduce great disparities in scientific resources between developed and developing nations, a consortium of International institutions led by UNEP launched on October 2006 in New York a new collaborative initiative called Online Access to Research in the Environment (OARE).

OARE is a partnership project with Yale University, the World Health Organization (WHO), the Food and Agriculture Organization (FAO) and more than 35 publishers aiming to provide the developing world access to one of the world’s biggest collection of environmental information at little or no cost. The value of this collection is estimated at nearly US$ 1 million.

This program is closely tied to the United Nations’ Millennium Development Goals and perfectly in line with the Bali Strategic Plan for Technology Support and Capacity Building, which provides UNEP with an important mandate to strengthen national capacities for data collection, research, analysis, monitoring and integrated environment assessment; developing institutional capacities, staff training and support for appropriate and adaptable technologies and methodologies; support for the assessment and early warning of emerging environmental issues; support for scientific exchanges for the establishment of environmental and inter-disciplinary information networks; and promotion of coherent partnership approaches.

OARE represents a truly global public private partnership for development, providing essential information to empower local experts to help them to find solutions to local environmental issues. Scientists, researchers, academics, policy makers and medical practitioners in developing country institutions now have access to advanced and up-to-date peer-reviewed research literature.
From October 2006, three months after the launch of OARE, 198 institutions located in 54 countries have already registered through the website http://www.oaresciences.org
