Barbados

Responsible executing agency: OAS

The GEF CReW+ activities in Barbados aim to improve understanding of and access to financing mechanisms, leading to increased uptake of wastewater treatment systems by developers and communities. In addition, the water and wastewater sector will be strenghtened through the demonstration of scalable and innovative IWWM low-technology solutions.

  • Component 2: Evaluation of the enabling environment needed for a Wastewater Revolving Fund and Development of a Co-financing/revolving fund mechanism to support uptake of wastewater treatment and reuse programmes
  • Component 3: Demonstration of scalable Integrated and Innovative Water and Wastewater low technology solutions – e.g., constructed wetland with water reuse for agro-horticultural purposes

Belize

Responsible executing agency: GIZ

The main objective of GEF CReW+ in Belize is to support the development of policy, regulatory and financial instruments to improve water and wastewater management in its urban and island environments, as well as to channel resources for innovations in wastewater systems, thus reducing current gaps in services and improving water quality and environmental sustainability.

  • Component 1: Development of National Policy and Strategy on Wastewater Management
  • Component 2: A finance model promoting the installation of small, rural treatment plants as well as septic tanks
  • Component 3: Development of complementary studies in support of the design of Caye Caulker wastewater treatment plant

 

Colombia

Responsible executing agency: GIZ

The objective of GEF CReW+ in Colombia is to support the development of rural community-specific financing action plans and business models to address Integrated Water and Wastewater Management, including reuse, as well as to implement a reuse system for treated effluent from the San Antero Córdoba community treatment plant, through the application of innovations in treatment and management.

  • Components 1 and 2: Proposals for financing reforms for sanitation infrastructure;  A roadmap for the implementation of reforms and financing schemes
  • Component 3: Optimisation of the wastewater treatment plant and implementation of a reuse system in San Antero, Córdoba, including environmental and socio-economic studies

 

Costa Rica

Responsible executing agencies: GIZ, Cartagena Convention Secretariat

GEF CReW+ activities in Costa Rica include the development of innovative structures and solutions for integrated projects in the ASADAS, which allow, among other objectives, access to resources from the Environmental Waste Canon (Canon Ambiental por Vertidos) and additional resources from other sources, as well as the execution of demonstrative pilot activities.

  • Component 1(executed by CAR/RCU and GIZ): Update of the National Water Policy and Action Plan for Integrated Water Resources Management
  • Component 2 (executed by GIZ): Improved access of rural communities to Environmental Waste Canon funds, and promotion of Public-Private Partnerships
  • Component 3 (executed by CAR/RCU and GIZ): Feasibility study for a wastewater treatment plant in La Fortuna, San Carlos

 

Cuba

Responsible executing agency: Cartagena Convention Secretariat

GEF CReW+ activities in Cuba mainly aim to contribute to the conservation of the quality of water resources in the Damují basin, improve management of urban waste in the municipality of Rodas and strengthen the capacities of local and national authorities to properly report on aspects related to the implementation of SDG 6.

  • Component 1: Strengthening capacities of Municipal and Provincial Watershed Councils;  Strengthening the Environmental Information System on SDG 6
  • Component 2: Proposing methods for the evaluation of environmental goods and services in the Damují basin
  • Component 3: Improvement of the Rodas wastewater treatment system; Evaluation of eutrophication rates in receiving waters

 

Dominican Republic  

Responsible executing agency: GIZ

The objective of the GEF CReW+ in the Dominican Republic is to improve the quality of services provided by INAPA and rehabilitate a wastewater treatment plant in the municipality of Sabana Yegua. In addition, technological and management pilot activities will be developed for wastewater management in smaller municipalities, thus contributing to closing the gap in the provision of services.

  • Component 1: Regulation in the water and wastewater sector updated and harmonised with legislation and cross-cutting issues
  • Component 2: Financial sustainability scheme based on the recovery of investment and sustainability of the operation and service
  • Component 3: Increased quality of INAPA's services; Rehabilitation of the wastewater treatment plant in the municipality of Sabana Yegua, in the province of Azua

 

Grenada

Responsible executing agency: Cartagena Convention Secretariat

The main objective of GEF CReW+ in Grenada is to support the strengthening of water and wastewater management capacities through legislative, regulatory and institutional reforms, including the development of effluent standards and the establishment of a new Water Resource Management Unit. In addition, the activities include a comprehensive improvement of the wastewater management system in the Richmond Hill watershed.

  • Component 1: Update of relevant policies, legislation and the Grenada National Water Information System;  Support establishment of Water Resource Management Unit; Development of effluent standards and best practices for the St. George’s and Woburn areas
  • Component 3: Improvement of the wastewater management system in the Richmond Hill watershed to Woburn MPA 

 

Guatemala

Responsible executing agency: GIZ

GEF CReW+ activities in Guatemala focus on supporting the development of management and implementation capacities in the Motagua River basin, shared with Honduras, but occupying mainly Guatemalan territory and with the majority of its population of Guatemalan origin.

  • Component 1: Updated and validated micro-watershed management guidance document
  • Component 3: Capacities of municipalities strengthened in the diagnosis, elaboration and implementation of integrated micro-watershed management plans

 

Guyana

Responsible executing agency: Cartagena Convention Secretariat

In Guyana, GEF CReW+ activities aim to close gaps in the legal and institutional framework for wastewater infrastructure and establish a centralized database for water resource management, as well as to improve the Linden water supply system and explore opportunities for future waste-to-energy projects in the country.

  • Component 1: Support the re-establishment of the National Water Council; Development of a policy and legislation to promote water saving measures; Support the development of an electronic water resources information management system
  • Component 3: Exploration of opportunities for waste-to-energy projects; Improvement of operational performance of Linden water supply system

 

Honduras

Responsible executing agency: GIZ

GEF CReW+ activities in Honduras include the implementation of a pilot project on innovation in water management, wastewater treatment and reuse in Omoa, Department of Corte, with possible replication and/or scaling up at the national level.

  • Component 1: Updating or establishment of standards and regulatory regimes to ensure proper wastewater management;

Development of an Environmental Sensitivity Map for Omoa

  • Component 2: Creation of an enabling financial environment that facilitates the sustainable improvement of the sanitation sector in Honduras
  • Component 3: Improvement of wastewater treatment in Omoa through the establishment of a wastewater treatment system

 

Jamaica

Responsible executing agencies: GIZ, Cartagena Convention Secretariat

The main objective of GEF CReW+ in Jamaica is to strengthen the regulatory capacities of the country in the water and wastewater sector, as well as to counteract the lack of investment in order to promote an adequate wastewater management.

  • Component 1 (executed by CAR/RCU and GIZ): Development of a National Wastewater Policy green paper and Strategy
  • Component 2 (executed by GIZ): Promotion of an investment-friendly environment in favour of the water, wastewater and sanitation sector in Jamaica
  • Component 3 (executed by CAR/RCU): Implementation of rural and community level Integrated and Innovative Water and Wastewater low-tech solutions

 

Mexico 

Responsible executing agency:  GIZ

The main objective of GEF CReW+ in Mexico is the protection of karst areas threatened by accelerated tourism development, population growth, deforestation and the discharge of pesticides and fertilisers into the environment, which coincide with poor water resource management.

  • Component 1: Establishment of an integrated regime to guide and ensure the proper management of cenotes and karst areas
  • Component 2: Establish a financing mechanism by creating an enabling environment for payments for environmental services (PES)
  • Component 3: Improved levels of contaminant effluent control and implementation of conservation programmes for sensitive ecosystems in tourist areas and settlements

 

Panama

Responsible executing agencies:  GIZ, Cartagena Convention Secretariat

The main objective of GEF CReW+ in Panama is to facilitate the relocation of the Cartí Sugdub/Nuevo Cartí community in the sector of water and wastewater. In addition, activities will be carried out to strengthen wastewater discharge standards for the protection of coastal areas.

  • Component 1 (executed by GIZ): Update of the Wastewater Discharge Control Regulation with consideration of reuse
  • Component 2 (executed by GIZ): Governance scheme for water and sanitation infrastructure in the community of Nuevo Cartí and financing model for its sustainable maintenance
  • Component 3 (executed by CAR/RCU): Design of the water and sanitation system of the new Community of Nuevo Cartí

 

Saint Kitts and Nevis

Responsible executing agency: Cartagena Convention Secretariat

Since wastewater treatment and disposal have become a major concern within the environs of the capital towns and other urban areas in Saint Kitts and Nevis, GEF CReW+ activities here include a feasibility study and pilot project focused on effective collection, treatment and reuse of wastewater, as well as the development of a national Wastewater Strategy and Action Plan.

 

 

Saint Lucia  

Responsible executing agency: Cartagena Convention Secretariat

The general objective of GEF CReW+ in Saint Lucia is to support the development of an integrated IWWM framework building on the existing policies and legislations, as well as to improve wastewater treatment in rural and peri-urban hotspots, using low-tech solutions and promoting the reuse of treated wastewater.

  • Component 1: Diagnostic analysis of existing policy framework, legislations, guidelines and standards in support of IWWM; Recommendations for reforms and development of national IWWM plans
  • Component 3: Improvement of wastewater treatment, including reuse, in rural and peri-urban hotspots using low-tech and IWWM solutions 

 

Saint Vincent and the Grenadines

Responsible executing agency: Cartagena Convention Secretariat

The GEF CReW+ activities in Saint Vincent and the Grenadines include the improvement of water and wastewater management at the Belle Isles Prison and Watershed, and the general strengthening of the water and wastewater sector through the development of an IWWM data platform, a National Water Policy and the establishment or revitalization of relevant bodies.

 

  • Component 1: Establishment of a National Water Commission and revitalization of the National Environmental Advisory Board; Review and complete draft of National Water Policy;  Support development of an IWWM data platform
  • Component 3: Improvement of water and wastewater management at the Belle Isles Prison and Watershed 

 

Suriname

Responsible executing agency: GIZ

The vast majority of the population in Suriname relies on septic tanks. The resulting faecal sludge rarely receives adequate treatment. For this reason, GEF CReW+ activities in Suriname focus on the improvement of faecal sludge management, to the benefit of human and environmental health.

  • Component 1: Development of a Strategy on Wastewater and Sludge Management
  • Component 2: Specific financing action plan and model to address IWWM Operation and Maintenance and development of a viable finance mechanism
  • Component 3: Improvement of faecal sludge management through a phase I that can serve to learn and upscale in the future

 

Trinidad and Tobago

Responsible executing agencies: GIZ, Cartagena Convention Secretariat

The general objective of GEF CReW+ in Trinidad and Tobago is to support the country in improving its wastewater sector framework and capabilities in monitoring and reuse by integrating development of a standard, addressing its financial sustainability and piloting an experience for future upscale and replication.

  • Component 1 (executed by CAR/RCU and GIZ): Water reuse framework advanced through promotion and development of a specific norm for reuse standards 
  • Component 2 (executed by GIZ): Development of a Business Plan for the reuse of treated effluent from the new San Fernando wastewater treatment plant (WWTP)
  • Component 3 (executed by CAR/RCU): Improvement of water supply and wastewater management in the Tobago East Catchment
