National Programmes of Action (NPAs) for pollution prevention promote integrated approaches to prevent, reduce and control pollution of the marine environment from land based activities and sources of pollution. They support the goals of the UN Environment's Global Programme of Action (GPA) for the protection of the coastal and marine environment.
The objectives of an NPA are to:
- Implement a long-term planning process to address pollution by integrating required actions into national development plans and strategies;
- Improve the effectiveness of existing pollution action plans and planning processes;
- Mobilize political and financial support for the implementation of the long-term programme;
- Demonstrate that land-based activities can be addressed using alternative, realistic and country-driven approaches;
- Raise awareness and understanding of the value, benefits and vulnerability of coastal and marine environments.
Barbados, Jamaica, Saint Lucia, Trinidad & Tobago, Belize, Mexico, Suriname and the Dominican Republic are countries that we have worked with to develop their NPAs.

Latest News on our Activities to support National Programmes of Action for Pollution Prevention
Nutrients Management
Nutrients are essential for sustainable development and unite many of our concerns concerning areas such as energy, water and food security, human health, and the environment. Improved management of nutrients would simultaneously make contributions toward meeting existing global commitments for improving/protecting water, air, soil, climate and biodiversity, with consequent contribution to food and energy security, and net social and economic benefits.
During the 2015-2016 biennium, we initiated a programme to strengthen the development and implementation of National Programmes of Action (NPAs) for the protection of the marine environment from land-based activities in the Wider Caribbean Region. Through collaboration with the LBS RACs and under the Global Partnership for Nutrient Management (GPNM), the Caribbean Platform for Nutrient Management (CPNM) was launched.
The priorities established for the CPNM in the previous biennium to support the strategic priorities of the GPNM included:
- Policy development, policy advocacy and support to policy reform;
- Development of toolbox to support policy choices and investment decisions;
- Defining nutrient performance indicator and nutrient use efficiency; and
- Strengthening of the regional partnership.
