This guidance document was developed by the United Nations Environment Programme (UNEP), in close collaboration with the Coordinating Body on the Seas of East Asia (COBSEA) Secretariat. The report was led by Atty. Gregorio Rafael P. Bueta and was finalized in December 2021. Georgina Lloyd of UNEP provided overall direction and guidance with Natalie Harms of COBSEA, while Amanda Cabrejo le Roux provided further technical review.
