Alex Owusu-Biney supports the UNEP-GEF Portfolio on Biosafety in the development, implementation and technical support to the National Biosafety Frameworks in line with Member States obligations to the Cartagena Protocol on Biosafety at the Global, Regional and National Levels. In addition, he supports the Biodiversity Enabling Activities and provides liaison support to the CBD and its two Protocols.
He has graduate training in molecular biology and biochemistry with more than 30 years of professional experience in teaching, research and development in the regulatory sciences in the area of Biotechnology/Biosafety, Biosecurity, Development and Policy Advocacy, Food and Drugs Inspection, Quality Assurance and Project Management, Information Technology (Networking and Software Development), Science and Technology Policy Analysis and Management. He is a trained negotiator.
He is a recipient of several awards and fellowships including the International Leadership Programme of the US State Department and a NORAD Fellowship on “Science and Technology in Africa: Policies and Institutions to Maximise Benefits from Biotechnology”.
Alex is an accomplished trainer/facilitator in Biosafety, Biotechnology especially in the areas of Policy and Regulatory Affairs, Risk Analysis including Risk communication, detection and development of monitoring tools.
