Paula Cobas

Project Specialist


Biography

Paula is a project specialist for the GEF Mitigation Unit. She oversees the development and implementation of projects on sustainable cities, electric mobility, energy transition and climate transparency in Latin America.  

Over the past 15 years, Paula has worked in policy action and project management in climate change, sustainable development and sustainable finance, with the public and private sector.  Before joining UNEP, Paula worked for the National Development Agency of Uruguay, UNIDO, UNDP and the IDB.

Paula is from Uruguay.  She holds a Master of Science in Economics from Barcelona School of Economics (Spain) and a Master of Advanced Studies in Economics, Finance and Management from Pompeu Fabra University (Spain). She is an Associate Researcher at the Centre for Economic Research of Uruguay, and she teaches Economic Growth and Development in ORT University (Uruguay).
