This policy dialogue was held from 11-12 October 2022 in Kampala, Uganda bringing various stakeholders.Uganda as a country has been geared towards a green economy. Uganda’s Vision 2040 affirms the attainment of a green and clean environment through sustainable utilization of the Environment and Natural Resources. This has been laid out in the National Development Plan III (NDPIII) (years) that prioritized Agriculture, Manufacturing, and Tourism sectors for green growth. In addition, The Uganda Green Growth Development Strategy (UGGDS) 2017/18 to 2030/31 provides a 12- year framework on how to operationalize Vision 2040.
In 2014, Uganda launched the SWITCH Africa Green programme and the programme has since facilitated the implementation of NDP III. To enable a successful transition to a green economy, policy implementation through capacity building, sensitization, awareness raising, and market engagement are crucial for a wider acceptance of the concept and in embracing behavioral change. The Ministry of Finance, Planning and Economic Development incorporated Sustainable Procurement in the National Public Sector Procurement Policy, the PPDA (Amended) Act 2021, and in the PPDA draft regulations.
The National Organic Agriculture Movement of Uganda (NOGAMU), through the Ministry of Agriculture, Animal Industry and Fisheries, has been contracted to provide consultancy services in conducting the collection of the Baseline statistics on Organic Agriculture in Uganda, under the SWITCH Africa Programme.
Switch Africa Green is a UNEP programme developed and funded by the European Union with the objective to support African countries achieve sustainable development by engaging in the transition towards an inclusive green economy, based on sustainable consumption and production patterns, while generating growth, creating decent jobs, and reducing poverty. The specific objective is to support the development of green businesses and eco-entrepreneurship and the use of Sustainable Consumption and Production (SCP) practices. The programme has 3 components of Policy Support, Green Business Development (Micro, Small, and Medium Enterprises) and Networking Facility.
