UNEP introduced a results planning framework in 2008 as part of a broader reform process to plan for results based on demand from its stakeholders. The four-year Medium Term Strategy (MTS) provides vision and direction for all UNEP work in this period, and sets out UNEP’s results framework.  The MTS is implemented through Programmes of Work. The Programme of Work (PoW 2010-2011 and PoW 2012-13) include objectives, expected accomplishments and performance measures in line with MTS. In addition, the PoW includes specific outputs for which UNEP is accountable, and which together make a credible contribution to the achievement of expected accomplishments and objectives.

In planning for results, QAS:

  • Manages the development of the results planning framework for the organization, that is, MTS and its corresponding PoWs
  • Leads efforts to improve the results framework for the organization, indicators, baseline data and methods for data collection and analysis at programme level
  • Coordinates the corporate response on strategies to deliver MTS and PoW
