UNEA-6 (26 February - 1 March 2024) is open for participation of 193 States Members of the United Nations. It is also open for participation as observers to:

(i) Members of specialized agencies which are not members of the UN Environment Assembly (rule 68 of the rules of procedure of UN Environment Assembly);

(ii) Specialized agencies and related organizations, the United Nations bodies and entities, the intergovernmental organizations and regional economic integration organizations (rule 69); and

(iii) International non-governmental organizations (rule 70)

Participants to UNEA-6 must be at least 18 years of age. Participants younger than 18 years of age shall be considered a minor and shall be accompanied by a chaperone. Both shall comply with provisions set in the guidelines for access to and participation of minors during the UN Environment Assembly and sign the Chaperone agreement form.

Participants registering for UNEA-6 can also register for the OECPR (19 - 23 February 2024) through the same link.

Please be informed that no registration can be processed via email. All registrations must be submitted online via the INDICO registration system. 

For the registration procedures, please check carefully for the appropriate category below. Please note that registration will require the creation of an INDICO account for first-time users. All participants must be registered in order to attend UNEA-6 and the OECPR. Participants also have to ensure that the e-mail address used for the registration is accurate and regularly check their emails to receive communication and updates regarding UNEA, including critical information such as issuance of visa.  

Participants are encouraged to register well in advance of the registration deadline. UNEA-6 will be held in person, this means that all representatives of Member States and other participants are encouraged to attend all the official meetings in person. 

Please note that the review and verification process of online registrations is not automatic and may take up to a few days, which may vary according to the volume of registration received. 

Approved participants will receive an e-mail notification with a confirmation QR code from the INDICO portal, which is used to finalize the registration process when arriving at the United Nations Office at Nairobi (UNON) in person and for collection of badges on designated days in advance of and during the session.

 

Please note that the Government of Kenya has amended the visa regulations by introducing the Electronic Travel Authorization (eTA) and removed the visa requirements for all foreign nationals traveling to Kenya with effect from January 2024. All participants must have an approved eTA before the start of their journey. Delegates who successfully applied for visa before and were issued with the entry visa can use it to enter Kenya if they are within the 90 days validity period. Those yet to apply are advised to use the eTA portal and submit their online application, indicating their purpose of visit as Foreign Delegate as per the step-by-step guide provided. It is highly recommended that travellers apply as soon as they have booked their accommodation and transport tickets.

 

All registered and approved participants will be issued a photo badge to access the venue which will be valid for the OECPR and UNEA-6. All participants will have to go through daily screening at the main entrance of the UNON compound.

The registration link has been circulated to all delegations on 13 September 2023 directly through an email from the Secretariat of the Governing Bodies of UNEP. A registration guide was sent as an attachment to this email, explaining how to use the Indico registration portal. 

Each delegate is required to register individually. Delegations are kindly reminded that the following documentation will need to be uploaded by delegates in INDICO at the time of the registration

  • Copy of the Note Verbale or an official letter with the composition of the national delegation, containing the names and functional titles of the nominated members of the delegation.  
  • A passport-size color photograph (with white, grey, or neutral color background). 
  • The passport biographical page. 

To facilitate the participation of representatives from States Members of the United Nations and members of United Nations specialized agencies to UNEA-6 and the OECPR-6, funding will be available from the voluntary contributions made by donors to support the participation of at least one (1) delegate and if funding allows a maximum of two (2) delegates from developing countries, with priority given to the Least Developed Countries and the Small Island Developing States.  

Delegates from eligible countries designated to receive travel support are encouraged to apply for travel support as soon as possible but no later than 20 December 2023

The funding sponsorship for travel support will cover economy-class round-trip air tickets, as well as daily subsistence allowances and terminal expenses in accordance with the United Nations rules and regulations. 

In this regard, participating States are kindly requested to indicate in a Note Verbale, in order of priority, the two (2) delegates nominated to receive travel support.   

The delegates designated to receive financial support are requested to register for funding through the INDICO portal link that will be circulated to all delegations on 13 September 2023 directly through an email from the Secretariat of the Governing Bodies of UNEP.

Please be informed that the registration for UNEA-6 and the OECPR and the application for travel support are two separate processes and delegates must have their registration for UNEA-6 and/or the OECPR approved before submitting their request for travel support

Online registration to UNEA-6 for State Members of the United Nations, members of the United Nations Specialized Agencies, Regional Economic Integration Organizations has been extended until Monday, 26 February 15.00 EAT. State Members of the United Nations, members of the United Nations Specialized Agencies, Regional Economic Integration Organizations are also able to register on-site

Credentials 

In accordance with rule 16 of the rules of procedure of the UN Environment Assembly, each member of UNEA shall be represented by an accredited representative, who may be accompanied by such alternate representatives and advisers as may be required. In accordance with rule 17, the credentials of the representatives and the names of the alternate representatives and advisers shall be submitted to the Executive Director before the first meeting which representatives are to attend.  

Member States should send an advance scanned copy of their credentials, signed by either the Head of State or Government or Minister of Foreign Affairs as well as other formal communications containing the names of representatives to the Environment Assembly (such as letters and notes verbales from the Permanent Missions or formal communications from Government Ministries) to unep.credentials@un.org.  

The original hard copy of the credentials and other communications should be submitted to the Law Division of UNEP or by mail to P.O. Box 30552, 00100 Nairobi, Kenya, for the attention of the UNEP Principal Legal Adviser.  

In accordance with rule 17, paragraph 2 of the rules of procedure, the Bureau of the UN Environment Assembly will examine the credentials and submit its report to the plenary meeting. 

Participation in UNEA-6 and the OECPR is open to the following observers from IGOs:

There will be no on-site registration. 

Representatives of Specialized Agencies (FAO, ICAO, IFAD, ILO, IMF, IMO, ITU, UNESCO, UNIDO, UNWTO, UPU, World Bank, WHO, WIPO and WMO) and related organizations (which includes CTBTO Preparatory Commission, IAEA, ICC, IOM, OPCW and WTO), as well as from UN Secretariat, funds, programmes, regional commissions, and other UN entities are required to register through the online registration system INDICO to participate as observers in UNEA-6 and the OECPR. 

Each UN system entity can register up to ten (10) representatives through the online registration system INDICO to participate as observers. Make sure to visit the Helpful Information section of the Indico system to access the specific registration guide for your category.

Each participant is required to register individually, and an official email address should be used for registration.   

Please be reminded that as part of the registration process, the following documentation will need to be uploaded to INDICO at the time of the registration:

Organizations accredited to UNEP and its governing bodies are invited to participate in the sessions of the United Nations Environment Assembly (UNEA) and the OECPR. 

Eligible organizations accredited to UNEP and its governing bodies can register up to ten (10) representatives through the INDICO registration system. Make sure to visit the Helpful Information section of the Indico system to access the specific registration guide for your category.

The following documents must be uploaded on the INDICO registration form at the time of registration: 

  • A nomination letter in the organization’s letterhead with the composition of the delegation to UNEA-6 and/or the OECPR containing the names, functional titles, and affiliation of the participants. The letter must be dated and have the handwritten signature of the person responsible for the organization. 

  • A passport-size color photograph (with a white, grey, or neutral color background) of the representative. 

  • The passport biographical page of the representative.

Media accreditation is strictly reserved for members of the press: print, photo, radio, television, film, news agencies, and online media who represent a bona fide media organization.

Members of the UNEA can register media, including journalists in their delegation and official photo and video personnel, on-site at the venue, by providing an official note from the Permanent Mission or the Embassy, along with a copy of a valid passport.
