A new Friends of EbA (FEBA) Working Group has been established to focus on ecosystem-based adaptation (EbA) in National Adaptation Plans, and to contribute to and consult on a set of guidelines on the integration of EbA into NAPs.
The working group will be chaired by colleagues at UNEP as part of the NAP Global Support Programme (NAP-GSP). The goals of NAP-GSP are to advance the preparation and implementation of medium-to long-term NAPs in developing and least developed countries and promote NAP-processes that are country-driven, continuous, participatory, progressive, iterative and based on existing national development priorities, strategies and processes.
As a part of the NAP-GSP, these EbA guidelines are expected to:
- Help LDCs programme/design NAPs linked to EbA and in so doing support the work of the Least Developed Countries Expert Group (LEG);
- Provide in depth coverage of issues, such as transboundary water issues;
- Consider a systems approach while developing guidelines;
- Connect to other MEA processes including Ramsar;
- Help bring clarification to LDCS on the terminology EbA & NbS
The scope of the FEBA working group will include the following:
- Provide suggestions on relevant resources, interviewees and literature to ensure all relevant stakeholders are engaged in the development process (e.g. international organizations, NGOs and country partners)
- Support and participate in feedback dialogues / webinars / presentations / consultations
- Solicit and provide case studies and examples for the Guidelines
- Contribute to the technical review of drafts of the Guidelines

FEBA is a global collaborative network of 80+ agencies and organisations involved in EbA working jointly to share experiences and knowledge, to improve the implementation of EbA related activities on the ground, and to have a stronger and more strategic learning and policy influence on EbA. FEBA enhances mutual learning and sharing of experiences between these organisations to make EbA more effective and demonstrate its value-addition as an adaptation option. FEBA works to synthesize this multi-stakeholder knowledge on EbA; disseminate this knowledge by convening the global EbA community around high-level events, technical workshops, and expert working groups; and raise awareness and understanding of EbA in adaptation planning processes and multilateral policy frameworks (e.g. UNFCCC, Nairobi Work Programme). The CBD COP recognizes FEBA as a key partner “to support Parties in their efforts to promote ecosystem-based approaches to climate change adaptation” (Decision 14/5).
