CLIMATE-FRIENDLY INVESTMENT
Country Status

At COP26, Viet Nam committed to achieving net-zero emissions by 2050, with its own resources and international support. Subsequently, the National Steering Committee to implement the climate change pledge at COP26 was established, led by the Prime Minister, to oversee the development and execution of action plans, programs, and projects in alignment with these commitments. Recognizing the significance of targets on net-zero emissions by 2050, Viet Nam has approved National Strategy on Climate Change for the period to 2050 (NSCC) and the Nationally Determined Contribution (NDC) (updated in 2022) focusing on reducing greenhouse gas (GHG) emissions and improving the country's resilience to climate change. Through extensive consultation involving many government ministries, agencies, and building on scientific analysis, in the 2022 NDC, the Government pledged to reduce GHG emissions by 15.8% compared to the BAU scenario by 2030 with its domestic resources, and raised up its mitigation pledge to 43.5% if international support through bilateral and multilateral cooperation and the implementation of new mechanisms under the Paris Agreement can be materialized. In the updated NDC, Viet Nam reiterates its intention to reach carbon neutrality by 2050, which was first enshrined in the country’s NSCC for the period up to 2050, unveiled in July 2022. In addition, Viet Nam will reduce its methane emissions by 30% in 2030 (compared to 2020 levels), in line with the Global Methane Pledge. The country also announced that it will work on identifying measures to enhance carbon sequestration in the LULUCF sector.

In terms of adaptation, the Viet Nam's updated NDC emphasizes the need to enhance the resilience of vulnerable communities, ecosystems, and sectors to the impacts of climate change. It highlights measures such as developing climate-resilient agriculture, water resources management, and disaster risk reduction strategies. Updates and adjustments to policy actions and measures targeting GHG emission reduction and climate change adaptation in the updated NDC have been made in line with Viet Nam’s climate statement at COP26 and towards long-term goals identified in Viet Nam’s NSCC for the period up to 2050.
