Multi-stakeholder consultations, trainings & peer-exchanges for ambitious climate action

Two-level capacity building training focused on NDC implementation was conducted by National Technical Institute team with support of National Project Coordinator. The objective of the capacity building training was to enhance capacities of relevant stakeholders in agriculture and industry sectors. Participants of the training included both operational and decision-making level representatives from the Ministry of Food, Agriculture and Light Industry, Ministry of Mining and Heavy Industry, Ministry of Energy, and Energy Regulatory Commission as well as selected representatives from the private sector, civil society organisations and academia. The training was focused on three key contents: technical knowledge, policy environment, and financing issues. Content of capacity building training was developed based on capacity needs assessment – training modules both for decision-makers and practitioners have similar topics while details are different – which was conducted prior to the training.

In March 2023, knowledge-sharing workshops were conducted to promote knowledge-sharing in two selected sectors – on climate resilient and smart arable farming as well as on energy efficiency improvement for industries – to accelerate the implementation of priority climate measures in both sectors identified in the NDC implementing Action Plan for 2021-2025 in support with better information flow. For climate resilient and smart arable farming, the workshop aimed to share the knowledge on solar drip irrigation system and knowledge-sharing strategy to support the implementation of the NDC activities by suggesting an advanced technological solution and strengthening knowledge-sharing practices amongst sectoral representatives by proposing a more systematic approach oriented on multi-stakeholder ownership and engagement. While the benefits and international good practices of Minimum Energy Performance Industry (MEPS) were shared with the workshop participants in addition to the reasons why MEPS is essential for making energy efficiency accessible and achievable for Designated Entities and for the government bodies to implement and track energy efficiency for industry sector. A total number of 40 people attended the workshop, including representatives from the Designated Entities, commercial banks, Energy Regulatory Commission who belonged to 12 different organizations in industry sector as well as adaptation sector’s experts, farmers’ representatives and academic and research institute representatives in agriculture sector.

Preparing for next opportunity to update NDCs by 2025, the multi-stakeholder consultation meeting for creating a foundation for enhanced ambition and enabling environment for increasingly ambitious, took place in Ulaanbaatar on May 2023 under the guidance of the Ministry of Environment and Tourism. The consultation meetings focused on the two priority sectors with various relevant stakeholders present to solicit feedback on current implementation and possibility to enhance our contributions to NDCs goals in future. Total of 40 representatives participated in the multi-stakeholder consultation meetings including government organizations, agronomists, private sectors (agricultural businesses, producers, farmers), and researchers. While on mitigation side government organizations, Designated Entities, ESCOs, energy managers and researchers were present.
