The aim of these guidelines are to harmonize and unify the process of preparing and conducting exercises - based on the experience of NOWPAP competent national authorities that have participated in the NOWPAP DELTA Exercise - as well as help improve oil spill response capacity and management of equipment of participating countries during the exercise.

These guidelines were designed to assist local organizations, local governments and NOWPAP member states by providing information on port collection facilities as submitted by member states or collected from the International Maritime Organization's Global Integrated Shipping Information System (GISIS).

These guidelines, developed as a part of the NOWPAP Marine Litter Activity (MALITA) project, aim to assist NOWPAP Member states, local governments, volunteers and NGOs, in monitoring marine litter on the seabed.

The objective of these guidelines is to help reduce the discharge of ship-generated marine litter (garbage) into the sea by the provision and improvement of the capacity and efficiency of port reception facilities and waste management practices onboard, thereby enhancing the protection of the marine and coastal environment.
