In 2002, UNEP as an Implementing Agency of the Multilateral Fund of the Montreal Protocol made a conscious departure from the past in assisting developing countries to enable them to implement the Montreal Protocol. This resulted in the establishment of the UNEP Compliance Assistance Programme (CAP) with specialized staff in the regional offices to provide direct technical assistance to countries in the region for achieving compliance with Montreal Protocol targets on a continuing basis.
The Asia and Pacific region is made up of three sub-networks: Pacific Island Countries, South Asia and Southeast Asia.
PACIFIC ISLAND COUNTRIES
The Pacific Island Countries (PICs) were formerly part of the South East Asia and the Pacific (SEAP) Network. The 56th Meeting of the Executive Committee (ExCom) of the Multilateral Fund for the Implementation of the Montreal Protocol in November 2008, established a separate Regional Network for PICs in accordance with Decision 56/33 of the ExCom. With this decision, the PIC Network became the last regional network among 9 regional networks established within UN Environment Programme (UNEP), Compliance Assistance Programme (CAP). READ MORE
SOUTH ASIA
The Ozone Officers Network for South Asia (SA) established in 1997, is managed by UNEP as part of its global networking under UNEP OzonAction. Member countries include Afghanistan, Bangladesh, Bhutan, China, India, Iran (the Islamic Republic of), Korea (the Democratic Republic of), Korea (Republic of), Maldives, Mongolia, Nepal, Pakistan and Sri Lanka, and two supporting developed countries: Japan and United States of America. SOUTHEAST ASIA
The South East Asia (SEA) Network was the first network established in 1993 with support from the Swedish International Development Co-operation Agency (Sida), based on the experience of the Nordic countries. Starting from 2010, the SEA Network has been supported by the Multilateral Fund under UNEP, Compliance Assistance Programme (CAP). This further mainstreamed the SEA Network in UNEP CAP along with nine other regional networks. READ MORE
