The Plan of Action for a Model Mediterranean Sea (PAMEx)

The Plan of Action for a Model Mediterranean Sea (PAMEx) gathers the following partners:

  • 11 countries: Algeria, Cyprus, Egypt, France, Greece, Malta, Monaco, Morocco, Portugal, Spain, Tunisia 
  • 4 regional organizations: UNEP/MAP, EU DG MARE, FAO GFCM, UfM

PAMEx is a political blueprint that seeks ways to accelerate action for nature and climate in the Mediterranean. It operates as a voluntary platform initiative to foster increased coordination and partnerships among its Mediterranean among its partner countries and partner regional organizations, and to raise the profile of the region as a role model leading the transition towards an equitable, carbon neutral and nature positive world.

PAMEx is structured around 4 pillars that resonate with key themes addressed by the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean (Barcelona Convention) and its Protocols. The Coordinating Unit of the Mediterranean Action Plan of the United Nations Environment Programme (UNEP/MAP) hosts the technical secretariat of PAMEx, reflecting a firm anchoring in the Barcelona Convention and its Protocols.

Its pillars are underpinned by a set of 19 thematic actions completed by a cross cutting action supporting its integrated governance, as follows:

  1. Raise the ambition for the preservation of marine biodiversity in the Mediterranean
  2. Promote and develop sustainable fishing to end overfishing by 2030
  3. Redouble efforts to combat marine pollution, particularly so that no plastic is discharged into the Mediterranean by 2030
  4. Promote maritime transport practices which protect the marine environment and combat climate change

The detailed list of actions is available for consultation here. They will contribute to the implementation of the Barcelona Convention, its Protocols and associated regional plans and strategies along with other regional commitments, including the Union for the Mediterranean (UfM) agenda and portfolio of activities on the blue economy, environment and climate action and related ministerial declarations.

    The platform is open to new partners from the Mediterranean and its surrounding region, willing to contribute towards the same objectives.

       


    PAMEx Governance

    PAMEx governance guidelines foresee a rotating Presidency of two years, alternating between a country from the Northern and the Southern Mediterranean shore, designated by PAMEx partners through consensus. Voluntary partners, including countries and regional organizations, also act as leaders of the various pillars of PAMEx, to provide political support and guidance for actions selected under their respective pillar. The Plan is finally endowed with a Technical Secretariat at UNEP/MAP Coordinating Unit, to support the work of the Presidency and voluntary partners leading each component.

    PAMEx is run on a lean and flexible basis with a Steering Committee meeting gathering all partners’ focal points to report on progress every six months, to meet in person at least once a year with the following schedule:

    Consultations and meetings among partners are also held regularly across the steering committee meetings to coordinate activities.  

    A monitoring and reporting framework to track progress under each component is also under preparation, building on other existing frameworks and strategies. This indicator-based monitoring methodology will maximize the use of a one-report approach.

       



     

    PAMEx Local Investment Finance Facility (PLIFF)

    PAMEx Local Investment Finance Facility (PLIFF) is a public- private independent finance facility initiated by Catalytic Finance, previously Regions of Climate Action (R20), in close initial collaboration with the Union for the Mediterranean, the French and Spanish Governments. PLIFF acts as a catalytic financing platform, where both public and private blended funds are jointly mobilized through a single investment and technical assistance body. Special finance vehicles (SPV) are under development to support projects’ development and implementation under PAMEx components 1, 2 and 4.

    Its founding Charter, presented over Forum Mediterranée du Futur in December 2022, has been signed by more than 20 organizations as follows the Mediterranean Action Plan of the United Nations Environment Programme with several of its components including the Blue Plan (UNEP MAP), the Union for the Mediterranean (UfM), the International Union for the Conservation of Nature (IUCN) Mediterranean headquarters, the French Ministry for Europe and Foreign Affairs (MEAE), the French Agency for Development (AFD), the Spanish Agency for Cooperation and Development (AECID), ICLEI Africa: Local Governments for Sustainability and several of its components for biodiversity, Région Sud, Junta Andalusia, Fondation Gold Standard, ANIMA Investment Network, Club des Investisseurs de la Méditerranée du futur, Edifice Capital, Posaidon Earth Capital, the Spanish Consortium for Renewable Energies, Loyola University.
