Title : Global Circular Economy Transition Modelling and Decision Support Tool Development
Project objective : This project aims to assess the macroeconomic impacts of a global circular economy and suggest options for introducing socio-economic, finance and fiscal measures to unlock the productive and employment potential of a circular economy. The project will therefore:
• Review the existing literature of the global circular economy landscape, including models, relevant circular economy sectors, products and countries for consideration. The review will also identify research gaps, appropriate scientific methods and evidence of the global circular economy. The review will also make a case for the global circular economy modelling and its relevance to policymakers.
• Develop a global model to explore the macroeconomic impacts of different pathways for transitioning to a circular economy on income and economic growth, jobs, poverty and inequality, and meeting global sustainability frameworks (e.g. SDGs, GBF, climate target of 1.5 degrees).
• Create an online-based visualisation of the circularity metrics as a decision support tool designed to assist policymakers on the macroeconomic outcomes of circular economy transitions.
• Launch and disseminate project outputs to wider audience and conduct capacity building workshops.
Project background : Partnership for Action on Green Economy (PAGE) is an alliance of five United Nations agencies – International Labour Organisation (ILO), United Nations Environment Programme (UNEP), United Nations Development Programme (UNDP), United Nations Institute of Training And Research (UNITAR) and United Nations Industrial Development Organisation, funding partners and 22 partner countries that work together to transform economies into drivers of sustainability. In its effort to enable deeper economic and inclusive transformation, PAGE focuses on accelerating green and circular economy principles and objectives through evidence-based analysis and policy advice. In particular, global circular economy transition modelling can empirically provide an understanding of the macroeconomic outcomes of circularity and enable policymakers to update their expectations around the potential of policies for a sustainable, circular and just transition.
Global production and consumption heavily rely on stocks and flows of finite resources, which have limits to growth2. By managing stocks and flows through preserving, restoring and developing the natural capital, the circular economy offers a systemic, transformative approach to minimising resource depletion, increasing environmental resilience and improving social equity and wellbeing.
This project aims to assess the macroeconomic impacts of a global circular economy and suggest options for introducing socio-economic, finance, and fiscal measures to unlock the productive and employment potential of a circular economy.
The ultimate goal is the development of a modelling tool capable of analysing different policy options for transitioning to a circular economy and providing recommendations for policymakers. Further, an online visualisation decision support tool will be developed to provide insights into existing trade-offs of a circular economy and possible solutions to transform trade-offs into win-win outcomes.
The project is under the guidance of the Head of Economic and Trade Policy Unit and the Implementing Partner will undertake a review, develop model and support creation of an online visualisation tool. The project will thus generate evidence-based knowledge products, provide policy support and build capacity on circular economy socio-economic and environmental outcomes.
Project description : This proposal will support the implementation of Global Circular Economy Modelling and Decision Support Tool Development, specifically under: Outcome 1 – Literature review of global circular economy landscape including models, circular economy sectors, products, and countries for consideration: Output 1.1 - Draft literature review on global circular economy landscape with recommendations for sectors, products and countries for consideration; Output 1.2 - Final literature review report on the global circular economy landscape with recommendations for sectors, products and countries for consideration; and Output 1.3 – A two pager brief with key messages and recommendations from the final literature report. Outcome 2 – Develop a comprehensive global circular economy report with policy recommendations: Output 2.1 Global circular economy model in Vensim software; Output 2.2 - Draft technical modelling report on the global circular economy transition; Output 2.3 - Presentation of preliminary results to key stakeholders; Output 2.4- Final technical modelling report on the global circular economy transition with policy recommendations, plus copies of Excel file results and key data sources; and Output 2.5 - A two-pager policy recommendations brief based on the final technical modelling report. Output 3.1 - Support graphic designer in development of a draft online-based visualisation and interactive dashboard designed for policymakers to explore the macroeconomic outcomes of circular economy transitions; and Output 3.2 - Support a graphic designer in development of a final online-based visualisation and interactive dashboard designed for policymakers to explore the macroeconomic outcomes of circular economy transitions. Outcome 4: Conduct capacity building and dissemination workshops:

Project requirements : The proposals/applications will be reviewed according to how they meet the following criteria: 1. Experience in green macroeconomic modelling with a focus on system dynamics; 2. Experience in producing macroeconomic analysis at global, regional, national and sectoral levels, with specific projects on circular economy. 3. Experience in developing technical reports and the UN System on the theme of green economy, circular economy and sustainable development is an added advantage. Title : Mobilizing Children and Youth in the One Planet Network to Support Implementation of the Global Strategy on Sustainable Consumption and Production
Project objective : The One Planet Network aims to strengthen meaningful engagement in environmental governance and accelerate change in high-impact sectors (e.g. food, fashion, mobility, cosmetics, plastics...) by leveraging the power of youth and digitalization.
On the road to UNEA and the Social Summit, this call aims to collect creative, innovative and impactful proposals from youth to:
1. Increase awareness raising on sustainable consumption and production challenges,
2. Promote innovative and effective solutions to address such challenges and foster cooperation for action,
3. Strengthen partnerships and cooperation to equip young people and vulnerable groups with the new skill sets necessary for a just transition to a more sustainable future,
4. Accelerate a global movement of change on sustainable consumption and production.
Project background : 1. The Role of Youth in Advancing SCP
Sustainable Consumption and Production (SCP) refers broadly to "the use of services and related products, which respond to basic needs and bring a better quality of life while minimizing the use of natural resources and toxic materials as well as the emissions of waste and pollutants over the life cycle of the service or product so as not to jeopardize the needs of further generations.”1
The world's young people – who make up the largest generation of youth in history – can lead a global drive to break the patterns of the past and set the world on course to a more sustainable future. United Nations Secretary-General António Guterres said that “we need to make youth participation the norm, rather than the exception, across decisions, policies and investments”2, echoing the UN’s former Secretary-General stating that youth, with their creativity and idealism, are the key to delivering the goals of the new UN sustainability agenda. Youth are already influencing how the world produces, distributes and consumes while driving green entrepreneurship by designing sustainable products and services. Youth are strong and effective advocates of recycling, reusing and limiting waste, and they are leading technological innovations to foster a resource-efficient economy.3
As conscious consumers, young people, if well informed, are at the forefront of a shift toward more fair, equitable and sustainable consumption patterns and sustainable lifestyles. They hold purchasing power in areas like fashion, mobility, tourism, food, technology, and leisure. In a world stretched thin for resources and under the threat of global biodiversity loss and climate change, our lifestyles decisions are putting the planet at risk. We need targeted action. Social media content plays a key role in building opinions of the masses. Many young social media influencers have begun communicating about sustainable lifestyles, making it the new buzz word. Youth are highly motivated to get educated, aware, and informed of ways in which they can act as agents of change towards SCP.4
2. About the 10-Year Framework of Programmes on Sustainable Consumption and Production
The 10-Year Framework of Programmes on Sustainable Consumption and Production Patterns (10YFP), adopted in 2012 at the United Nations Conference on Sustainable Development (Rio+20), is a global commitment endorsed by 193 UN Member States to accelerate the shift towards sustainable consumption and production (SCP) across all regions and sectors.
As part of the 2030 Agenda for Sustainable Development, the 10YFP is integral to achieving Sustainable Development Goal 12 (SDG 12) on "Responsible Consumption and Production," with a specific focus on SDG 12.1. It serves as a universal framework for decoupling economic growth from environmental degradation, addressing the root causes of the triple planetary crises of climate change, biodiversity loss, and pollution.
The 10YFP is implemented through the One Planet Network (OPN), a multi-stakeholder partnership driving systemic transformations and fostering international collaboration to align consumption and production patterns within planetary boundaries, ensuring sustainable development for present and future generations. OPN catalyzes cooperation among governments, civil society, and the private sector, scaling and increasing the impact of SCP efforts. Together, the 10YFP and OPN provide the foundation for broadening, strengthening, and transforming international action on SCP.

Project ideas should drive meaningful change and support the achievement of the following impacts:
- Knowledge & Advocacy for Consumers’ Rights to Information and Sustainable Products: Empower young consumers to increase awareness on the environmental impacts of their consumption habits, by amplifying existing knowledge, tools and resources from the Consumer Information programme on ecolabels, product sustainability information, product lifetime and biodiversity, through engaging and ludic means.
- Capacity Building & Engagement: Empower youth to make more informed choices when purchasing products and services, by sourcing, promoting and disseminating relevant solutions (e.g. credible green labels, awareness raising campaigns, advocating for regulation and access for reliable consumer information) and key initiatives to engage in.

Project ideas should drive meaningful change and support the achievement of the following impacts:
- Knowledge & Advocacy: Promote sustainable lifestyles solutions across high-impact sectors (e.g. food, fashion, mobility, cosmetics, plastics, electronics...)5 leveraging the power of digital tools to trigger a massive movement of change among youth; socializing existing knowledge, tools and resources from UNEP/10YPF (e.g. The Sustainable Lifestyles Action Academy, My Sustainable Lifestyles Challenge in partnership with UNSSC, Recipe of Change, The Good Life Goals Business Guide, UNEP-UNESCO YouthXchange, The Anatomy of Action, The Good Life Goals, Knowledge center...), to improve knowledge and data, trigger action to adopting the one health approach, and address shared prosperity.
- Engagement and Enabling conditions: Engage youth in developing innovating solutions to embrace sustainable lifestyles, with focus on high impact sectors, e.g. food, mobility, housing, travel, etc. Examples: through impactful and scalable campaigns/challenges in social media, promoting solutions making sustainable lifestyles affordable, accessible, and inclusive, through the establishment of an institutional dialogue between youth groups and Member states to promote enabling conditions to make sustainable lifestyles the norm.
- Skills development: Enhance skills development to accelerate the shift to sustainable lifestyles, through partnerships with universities, hardwiring nature and climate into their mindsets, curriculums, values and skillsets to build the capabilities needed for young people to carry this into the workforce, into their communities and into their everyday lives. Leverage and amplify the impact of existing initiatives and platforms set up by the One Planet Network, such as the Green Jobs for Youth Pact and the university network created around the topic of lifestyles and skills in Central Asia and LAC for example.

Project proposals should drive meaningful change and support the achievement of the following impacts:
- Knowledge and Advocacy: (1) Promote the uptake of SFS Programme Knowledge Hub resources and tools among global and national stakeholders. (2) Represent the Youth Voice in the shaping of the emerging OPN flagship initiative on leveraging sustainable public procurement to advance sustainable food systems, with a current focus on school meals. (3) Act as a multiplier by supporting the SFS Programme through communication activities (social media).
- Engagement & Capacity Building: (1) Promote concrete actions and solutions to reduce food waste and adopt more low carbon and healthy diets. (2) Participate in relevant working groups of the SFS Programme and attend the SFS Programme’s Multi-stakeholder Advisory Committee meetings with observer status.
Eligible project ideas should be creative, inspiring, action-oriented and impactful, empowering youth to make informed decisions towards sustainable lifestyles, driving change within their sphere of influence.
One organization is encouraged to apply for several projects under this call.
Project requirements : A youth-led organization6 is eligible to apply for this call for proposal provided that it meets the eligibility criteria below.
- Applicants should be a legally registered, non-governmental, non-profit youth-led organization or youth-led social enterprise. The applicant will be required to submit proof of their legal registration.
- Applicants should have contractual capacity and have been in existence for at least two calendar years before the deadline for submission for applications. The applicant will be required to submit proof of their legal registration.
- Applicants should demonstrate a minimum of 3 years' experience in sustainable consumption and production, particularly in the priority areas of the call – consumer information, sustainable lifestyles and skills, and food systems – demonstrated with clear examples of at least 3-5 programmes/projects on national, regional and/or global scale within each priority area. Applicant to provide website/webpages/award of contracts/letter of completion from the clients with information on above projects, and/or evaluation reports on the same and/or any other similar documentary evidence to demonstrate the work.
- Applicants should demonstrate a track record of having implemented at least 5 youth-focused interventions, such as youth capacity building on SCP. Applicant to provide clear information on projects involving youth and the established intervention mechanisms. Applicant to provide website/webpages with information on above projects, and/or evaluation reports on the same and/or any other similar documentary evidence to demonstrate the work.
- Applicants should demonstrate experience of working with global, regional and national youth organizations and/or networks. Experience with ither key stakeholders (e.g governments, private sectors actors, local communities) will be an advantage. Applicant to provide clear information on projects involving key stakeholders and the established consultation mechanisms. Applicant to provide website/webpages/award of contracts/letter of completion from the clients with information on above projects, and/or evaluation reports on the same and/or any other similar documentary evidence to demonstrate the work.
- Applicants should present at least three years of independently audited financial statements. The applicant will be required to submit proof of their financial statements.
- Experience working with the United Nations is an asset.
OPN reserves the right to carry out reasonable due diligence, including contacting references provided and other third parties to confirm the eligibility of respondents, and may refuse to award the grant to a participant if there is suspicion of any irregularity, fraudulent activities, etc.

Title : EmPower - Women for Climate Resilient Societies Programme
Project objective : To receive project proposals that can assist in the implementation of the second phase of EmPower: Women for Climate Resilient Societies Programme.
The Programme is seeking proposals to provide technical assistance and mobilizing investment for renewable energy and low carbon technologies with a gender responsive approach and following the principles of leave-no-one-behind (as followed under EmPower -II )
The selected organization is expected to (a) organize or run a Micro-, Small and Medium Enterprise and/or climate tech startup Business Accelerator programme and (b) setup a south-Asia blended finance facility for renewable energy and low carbon technologies , and specifically for women and marginalized communities to run and expand their businesses.
Project background : The EmPower: Women for Climate-Resilient Societies Programme seeks to accelerate gender-responsive and human rights-based climate action across Asia and the Pacific with a focus on Bangladesh, Cambodia, Indonesia, Philippines and Viet Nam. Building on the first phase of the project, UNEP and UN Women are scaling up the work in its second phase starting 2023. EmPower Phase II will leverage a variety of tools, methodologies, and empirical data to implement existing plans and policies for gender-responsive, human rights-based climate action. The project will expand the scope for women and other marginalized and gender-diverse groups to shape decisions and build resilience, including through new access to finance, technology and renewable energy as a driver of better livelihoods. For this further support is needed to unlock finance for women and marginalized groups to build climate-resilient livelihoods, and to bring women’s leadership to the forefront of climate action and the just energy transition.

This specific proposal will seek to develop the following outputs:
1. Organize or run a business accelerator for South Asia focused on SMEs and startups, which are led by women or marginalized communities. Participants will receive trainings to improve financial and business management skills, build investible business plans, and network with relevant stakeholders, and to create pitch decks to potential investors, and they will also have opportunities to pitch their business ideas to investors. The total participants should be minimum of 100 women enterprises/startups, shortlisted through a call for applications.
2. Setup a minimum USD 6 million South Asia blended finance facility and Provide technical assistance and transaction advisory support to 50 women enterprises or enterprises from marginalized communities, focused on clean tech sector and assist them throughout the capital raise process to support and scale their businesses.

Project objective : We seek proposals to assist in implementing EmPower II by leveraging expertise in gender equality, renewable energy, and financial inclusion. The goal is to partner with organizations capable of carrying out activities to improve inclusive access to low-carbon technologies, promote renewable energy, and foster sustainable livelihoods for women and marginalized communities in Indonesia.
The selected organization is expected to:
1) Conduct an in-depth analysis of Indonesia’s climate action policies and frameworks, focusing on climate change, renewable energy, access to finance, and the adoption of low-carbon technologies for small and medium-sized enterprises (SMEs).
2) Conduct an in-depth examination of regional, national, and sub-national climate change and renewable energy actors/institutions who work in climate and energy policy and planning formulation, as well as those who demonstrate a commitment to gender and human rights.
3) Identify key gaps and opportunities to enhance existing policies and frameworks by aligning them with gender-responsive and human rights-based approaches.
4) Develop strategic recommendations aimed at accelerating the integration and implementation of gender-responsive and human rights-based climate policies in Indonesia.

Project objective : To receive project proposals that can assist in the implementation of EmPower II with expertise in gender equality, renewable energy, and financial inclusion. The goal is to identify partners capable of implementing project activities that foster inclusive access to low-carbon technologies, promote renewable energy adoption, and support sustainable livelihoods for women and marginalized communities in Indonesia.
The selected organization is expected to:
1) Conduct an in-depth review and analysis of the green finance landscape in Indonesia for MSMEs led or owned by women and marginalized communities, focusing on the credit programs of commercial banks and the private sector, where the participation of women and disadvantaged groups is assessed and documented. The review must also identify stakeholders in green finance/credit and assess their gender responsiveness, including the role of local organizations in supporting access to green finance.
2) Develop a comprehensive plan for capacity-building initiatives aimed at women and disadvantaged groups to adopt RE / low-carbon technologies and access finance. The plan must include a needs assessment to identify capacity gaps and subsequently design targeted capacity-building initiatives, including training programs and workshops.
3) Organize and deliver capacity building on renewable energy and low-carbon technologies and financial opportunities for women entrepreneurs and marginalized communities.
4) Provide Policy Recommendations and Feedback on Climate Change, Renewable Energy, and DRR Policies/ Plans/Frameworks.
5) Strengthen existing policies on renewable energy for women entrepreneurs/marginalized groups and secure endorsement from relevant local political authority.
6) Final report summarizing outcomes and recommendations.

4. Support at least 150 women-led enterprises to access and use renewable energy and low carbon technologies for climate resilient livelihoods
5. Ensure that at least 450 women and other marginalized individuals have increased access to information of formal financial products and services for renewable energy/ low carbon technology.
6. Train at least 300 women and other marginalized individuals in skills relevant to climate-resilient livelihoods using renewable energy and low carbon technologies.
7. Ensure that at least 450 climate-resilient livelihoods are undertaken using renewable energy or low carbon technologies.

Title : Integrating Action to Reduce Mercury Pollution from Gold Mining into National Biodiversity Strategies and Action Plans: Technical Guidance
Project objective : To receive project proposals that can assist in the implementation of paragraph 8 of decision MC-5/17 of the Conference of the Parties to the Minamata Convention on Mercury.
Specifically, the partner will be responsible for the development of technical guidance to support Parties in their efforts to integrate action to reduce mercury pollution from gold mining into National Biodiversity Strategies and Action Plans (NBSAPs) aligned with the Kunming-Montreal Global Biodiversity Framework (GBF).
The technical guidance will supplement a roadmap that is being developed by the Secretariat, in response to the request in decision MC-5/17, to support Parties in demonstrating and maximizing the co-benefits arising from the implementation of the Minamata Convention and the GBF.
Project background : At its fifth meeting, held in November 2023, the Conference of the Parties to the Minamata Convention, adopted decision MC-5/17 on mercury and the Kunming Montreal Global Biodiversity Framework. In the decision, COP recognized that mercury pollution impacts ecosystems as a direct driver and underlying cause of global loss of biodiversity, and that Parties, through the implementation of the Convention, can significantly contribute to global efforts to conserve and sustainably use biodiversity. The decision requested the Secretariat to prepare a draft road map, including possible actions and indicators, to support Parties in demonstrating and maximizing the co-benefits arising from the implementation of the Minamata Convention and the GBF, for consideration by the COP at its sixth meeting, to be held from 3 to 7 November 2025.
At its fifteenth meeting, the CBD COP adopted the Kunming-Montreal Global Biodiversity Framework (GBF) and urged all Parties to align their National Biodiversity Strategies and Action Plans (NBSAPs) with the targets and goals of the Framework. The NBSAPs are the main tool for national implementation of the GBF. Guidance provided by the CBD or other sources for the alignment of NBSAPs with the GBF focus primarily on the 23 agreed targets of the Framework to halt and reverse biodiversity loss by 2030.
The project is for a duration of 3.5 months, which includes a period for external review of a draft version of the final deliverable.
Project description : The project aims to develop technical guidance to support Parties in their efforts to integrate action to reduce mercury pollution from gold mining into National Biodiversity Strategies and Action Plans (NBSAPs) aligned with the Kunming-Montreal Global Biodiversity Framework (GBF).
The targeted audience of the technical guidance are Parties and other governments that have, in their territories, artisanal and small-scale gold mining where mercury is used and are updating or reviewing NBSAPs for alignment with the GBF. The technical guidance will provide an overview of national actions to reduce, and where feasible eliminate, the use of mercury in gold mining and how these could be integrated into NBSAPs.
In addition to describing actions aimed at reducing mercury pollution from gold mining, the technical guidance should also include examples of targets and indicators. The examples should be described in sufficient detail to enable the Parties to consider and adapt them to their national context for possible integration into their updated NBSAP and national biodiversity targets.
The technical guidance should include the following elements, with any amendments to be agreed upon:
• Brief overview of the Minamata Convention on Mercury
• Brief overview of NBSAPs and the GBF
• Brief overview of the impacts arising from the use of mercury in artisanal and small-scale gold mining and processing
• Steps to integrating action to reduce mercury pollution from gold mining into NBSAPs
• Examples of possible actions and national targets that may be included in the NBSAPs, focusing on the most relevant GBF 2030 Targets (incl. 2, 7, 10, 11, 22 and 23) and taking into account the actions listed in Annex C of the Minamata Convention
• Examples of quantifiable indicators to monitor progress towards the national targets
• Considerations on monitoring and reporting to the CBD and Minamata Convention
• Case studies or examples, resources, etc.
The deliverables by the Project partner (unless noted otherwise) are the following:

Project requirements : The proposals/applications will be reviewed according to how they meet the following criteria:
1. Experience in sustainable development, with clear examples of at least 3 projects pertaining to the use mercury in artisanal and small-scale gold mining
2. Experience in environmental conservation, with clear examples of at least 3 projects related to freshwater ecosystems
3. Experience working with Indigenous Peoples and/or local communities, particularly in the context of environmental issues and participatory community-based approaches
4. Experience working with/on the Minamata Convention on Mercury
5. Experience working with the Convention on Biological Diversity. Proven understanding of processes related to the development of National Biodiversity Strategies and Action Plans is an advantage.

Project description : The project will address the following research questions:
(1) In what areas is the United States unique among high-income countries with regard to its food supply, food system, or food policies in ways that may drive food waste? Factors may include things like food supply per capita, food trade balance, time-to-market for food products, agricultural policy, and food industry structure.
(2) What are feasible strategies to reduce U.S. food waste in light of these findings? What may the U.S. need to do differently than other high-income countries to meet the goal of halving food loss and waste by 2030?

Project objective : To recommend strategies and tools to reduce household food waste in the United States, based upon a comparative analysis of households in the United States and in other developed countries with less per capita food waste.
Project background : UNEP, as custodian of SDG 12.3 indicator the Food Waste Index and mandated by UNEA Resolution 4/2, is working with governments and stakeholders to halve food waste and reduce food loss, supporting research and strategic interventions in high-impact areas.

Many tools and strategies – including programs, direct-to-consumer messaging and interventions, and changes to retail environment – have proven successful in reducing household food waste. These tools and strategies could be deployed in the United States; however, demographic, cultural, business and economic, and other differences between the U.S. and other countries may limit their adoption or effectiveness. This project will (a) assess which strategies and tools used by other countries may be effective “off-the-shelf” in the U.S., (b) recommend customizations to existing tools and strategies to improve their effectiveness in the United States, and (c) suggest additional strategies and tools to address unique drivers of food waste by U.S. households.
Project description : The project will address the following research questions:
(1) How do key food-related behaviors, drivers of food waste, and other qualities of households and consumer environment related to food and food waste in the U.S. compare to those of other high-income countries? How might these similarities and differences impact efforts to reduce household food waste?
(2) What tools and strategies that have been successful in reducing household food waste in other high-income countries would be feasible to deploy in the United States at federal, state, local or community level? How should these tools and strategies be modified to be more effective in the United States? What additional tools and strategies should be developed to address unique qualities of U.S. households and the U.S. consumer environment or unique drivers of U.S. household food waste, relative to households in other high-income countries. Proposals should include initial or pilot phase testing of recommended tools and strategies.
