UNEP-UNITAR training on Negotiation Skills and Techniques, Drafting Skills and Multilateral Conference Diplomacy, and Capacity-building through Peer Learning

Date: 11-15 September 2023

As the importance of multilateral conference diplomacy continues to grow, engagement with national delegates and focal points is fundamental in building capacities in modern-day soft skills. Good outcomes can only be achieved when delegates effectively participate, interact, negotiate, and engage in today’s most important multilateral fora.

UNEP in collaboration with UNITAR is organising a training programme for members of the Committee of Permanent Representatives (CPR) and national focal points on preparations towards UNEA draft resolutions processes. The overall goal of this 5-day training programme is to foster and strengthen delegates’ knowledge on negotiation skills and techniques, drafting skills and multilateral conference diplomacy on a long-term basis. A special component on capacity building through peer learning is incorporated into the programme, expanding the scope of engagement to include experienced practitioners.

UNITAR will engage participants in interactive training sessions on negotiation techniques, drafting skills and conference diplomacy. UNEP will contribute essential presentations on the structure, roles and functions of the UNEA Bureau and the CPR including the most important steps ahead for UNEA-6. A session on UNEA rules of procedure will inform the participants on the connection between the practice of the UNEA as derived from the UNGA rules of procedure practice.

The training programme shall be held in two groups as follows:

Group 1 (in-person)

  • Monday, 11 September: Negotiation Skills and Techniques
  • Tuesday, 12 September: Drafting Skills and Multilateral Diplomacy

Groups 1 & 2 (Hybrid format combining in-person and on-line participation)

  • Wednesday, 13 September: Peer-to-peer learning
