The second Open-ended Meeting of the Committee of Permanent Representatives (OECPR 2) was held on 15 - 19 February 2016 – in Nairobi, Kenya, in preparation for the Second Session of the United Nations Environment Assembly (UNEA-2 ) scheduled for 23 -27 May 2016. It will be convened under the theme ‘’Delivering on the Environmental Dimension of the Agenda 2030 for Sustainable Development’’.
The OECPR meeting brought together 334 delegates from UN member states, 3 Non-member states, 2 Observers, 41 Major Groups & Stakeholders and 29 international non-governmental organizations that are formally accredited to UNEP. Other participants followed the proceedings via Webcast and social media.
OECPR 2 was a significant milestone in the preparations for the Second Session of the United Nations Environment Assembly (UNEA 2). It included:
- the review of reports of deliberations of CPR since UNEA-1
- the review of UNEP programme performance for 2014-2015
- the consideration of the draft UNEP Mid-term Strategy for 2018-2021
- the Programme of Work and Budget for 2018-2019 as well as the preparation and discussion of draft resolutions for transmission to UNEA-2
- the informal discussions with member states on the Stakeholder engagement policy towards its approval process for UNEA 2.
The Major Groups and Stakeholders held their preparatory meeting on Sunday, 14 February 2016 where they discussed the role of MGS in the OECPR and UNEA process, environmental impact of the refugee crisis and the need to present concrete messages to Member States on the draft resolutions to be negotiated and forwarded to UNEA-2. Julia Pataki, CPR Chair, expressed appreciation for the contribution of MGS to CPR meetings, assuring them that the CPR “is determined to continue on a path of openness and transparency.”
They also held daily coordination meetings every morning to strategize on their engagement in different clusters. The meeting ended successfully with member states endorsing the important and appreciated role of major groups and stakeholders in the preparation towards UNEA-2.
