Signing ceremony for the environmentally sound healthcare waste management project in Lebanon with the aim of establishing a prototype nodal facility funded by the Republic of Austria, Czech Republic and Slovak Republic 

The project has been made possible through the generous support of the Slovak Republic, the Czech Republic, and the Republic of Austria, and in partnership with the Lebanese Army, the Ministry of Environment, the Ministry of Public Health, the United Nations Development Programme (UNDP), and the World Health Organization (WHO).

Through a nodal system, this project will establish a treatment and training facility, and develop an upscaling strategy that will ensure a long term safe and sustainable management of healthcare waste across Lebanon. By integrating sustainability into every aspect of healthcare waste management, the Environmentally Sound Healthcare Waste Management Project will serve as a model for responsible governance, sustainable development, and the well-being of future generations.

The Environmentally Sound Healthcare Waste Management Project kicks off in Lebanon

Beirut, 14 June 2023 - The United Nations Environment Programme, Regional Office for West Asia, launched today the Environmentally Sound Healthcare Waste Management Project in Lebanon, at the Logistics Brigade of the Lebanese Armed Forces in Kfarshima, where the healthcare waste treatment facility will be established.

The project has been made possible through the generous support of the Slovak Republic, the Czech Republic, and the Republic of Austria, and in partnership with the Lebanese Army, the Ministry of Environment, the Ministry of Public Health, the United Nations Development Programme (UNDP), and the World Health Organization (WHO).

“With its limited capacity to treat healthcare waste, Lebanon is faced with significant threats to public health and environment. Through planning and collaboration, we were able to encompass a multi-dimensional approach to tackle this complex issue”, said UNEP Representative and Regional Director, Mr. Sami Dimassi.

The launch was organised under the auspices of General Joseph Aoun, Lebanese Armed Forces Commander and attended by the Minister of Foreign and European Affairs of the Czech Republic Mr Miroslav Wlach, the Lebanese Minister of Environment Dr Nasser Yassin, the co-funders of the project Messrs Marek Varga, ambassador of the Slovak Republic to Lebanon, Jiri Dolezel, ambassador of the Czech Republic to Lebanon and Rene Paul Amry ambassador of Austria to Lebanon, and as well as senior diplomates and officials.

                                                                                  إطلاق مشروع الإدارة السليمة بيئياً لنفايات الرعاية الصحية في لبنان

 

بيروت، 14 حزيران / يونيو 2023 - أطلق برنامج الأمم المتحدة للبيئة، المكتب الإقليمي لغرب آسيا، اليوم مشروع إدارة نفايات الرعاية الصحية بطريقة سليمة بيئياً في لبنان، في اللواء اللوجستي للجيش اللبناني في كفرشيما، حيث سيتمّ انشاء مرفق معالجة نفايات الرعاية الصحية.

يتمّ تنفيذ المشروع بدعم سخيّ من الجمهورية السلوفاكية والجمهورية التشيكية وجمهورية النمسا، وبالشراكة مع الجيش اللبناني ووزارة البيئة ووزارة الصحة العامة في لبنان وبرنامج الأمم المتحدة الإنمائي، ومنظمة الصحة العالمية (WHO).

وقال السيد سامي ديماسي ممثّل برنامج الأمم المتحدة للبيئة ومدير مكتب غرب آسيا في كلمته الافتتاحية: "يواجه لبنان أخطاراً كبيرة على الصحة العامة والبيئة بسبب قدرته المحدودة على معالجة نفايات الرعاية الصحية. وقد تمكنّا من من خلال التخطيط والتعاون من وضع نهج متعدد الأبعاد لمعالجة هذه القضية المعقدة".

تمّ اطلاق المشروع برعاية العماد جوزف عون، قائد الجيش اللبناني وبحضور وزير الخارجية والشؤون الأوروبية في جمهورية تشيكيا السيد ميروسلاف ولاش، ووزير البيئة اللبناني الدكتور ناصر ياسين، وممثلي الجهات الممولة، السادة ماريك فارجا سفير جمهورية سلوفاكيا في لبنان، جيري دوليزيل سفير جمهورية تشيكيا في لبنان ورينيه بول أمري سفير النمسا في لبنان وكبار الدبلوماسيين والمسؤولين.

من خلال النظام الشبكي، سيؤسّس هذا المشروع مرفقًا لإدارة النفايات والتدريب، ويضع استراتيجية توسّع تضمن إدارة آمنة ومستدامة لنفايات الرعاية الصحية على المدى الطويل في جميع أنحاء لبنان. سيكون مشروع إدارة نفايات الرعاية الصحية السليمة بيئيًا بمثابة نموذج للحوكمة المسؤولة والتنمية المستدامة وحسن عيش الأجيال القادمة، من خلال إدخال الاستدامة في كل جانب من جوانب إدارة نفايات الرعاية الصحية.

At the Launching of the Environmentally Sound Healthcare Waste Management Project in Lebanon

Excellencies,

Distinguished Guests,

Ladies and gentlemen, Good Afternoon!

It is my pleasure to be here today to launch the Environmentally Sound Healthcare Waste Management Project in Lebanon, a significant milestone that  demonstrates our commitment to preserving the well-being of both the people and the environment in Lebanon.

I would like to start by expressing my gratitude to our development partners; the Slavkov Countries, namely, the Slovak Republic, the Czech Republic, and the Republic of Austria, also, to our esteemed partners, the Lebanese Army, the Ministry of Environment, and the Ministry of Public Health, as well as my UN colleagues at the UN Development Programme, and the World Health Organization.

Ladies and Gentlemen,

Healthcare waste management is a critical issue that demands our immediate attention. The growth of the healthcare sector has undoubtedly brought remarkable advancements within the Lebanese healthcare system. However, this has naturally led to an alarming increase in waste generation.

Improper treatment and disposal of healthcare waste poses serious hazards of disease transmission due to exposures to infectious agents among waste pickers, healthcare workers, patients, and the community in general.

Open burning and incineration without adequate pollution control exposes waste workers and the community to toxic contaminants affecting air quality.

With its limited capacity to treat healthcare waste, Lebanon faces significant threats to its public health and its environment.

Inaction is not an option!

Through planning and collaboration, we were able to design a multi-dimensional approach to tackle this complex issue.

Through a nodal system, this project will

  • Establish a treatment and training facility,
  • Develop a handbook to guide the healthcare institutions and practitioners,
  • Setup a digital reporting mechanism to monitor environmentally sound healthcare waste treatment at the national level,
  • And more importantly develop an upscaling strategy that will ensure a long term safe and sustainable management of healthcare waste across Lebanon.

We are thankful to the Lebanese Army for partnering with us by being the first node and in the future sharing lessons learnt to guide the next steps, laying a foundation that will lead the way to a full fledged solution across the country.

This project is a testament to the power of collaboration, collective action, strong partnerships, and unified commitment. All of which are forged to support preserving the environment and advancing the sustainable development in Lebanon.

Together, we can make a lasting impact and build a healthier, greener tomorrow.
