UNEP supported the development of Guidelines for the implementation of Extended Producer Responsibility (EPR) for Plastic Packaging in Nigeria.

To establish sector-specific guidelines for EPR implementation, the National Environmental Standards and Regulations Enforcement Agency of Nigeria (NESREA), in collaboration with UNEP and the World Bank, organized a National Stakeholders’ Meeting to review the guidance document. This consultation meeting was part of the project “Accelerating a Circular Plastic Economy to Reduce Plastic Pollution and its Impacts in the African Region and its Countries,” funded by the Government of Japan and implemented by UNEP.

The hybrid meeting took place at the Bolton White Hotel in Garki, Abuja, Nigeria, on September 18, 2024. It provided an opportunity to validate the draft Guidance Document for the efficient implementation of the EPR Program, as outlined in the draft National Environmental (Plastic Wastes Control) Regulations, 2024. Participants included officials from relevant government departments, such as the Federal Ministry of Environment, packaging producers, producer responsibility organizations, academia, NGOs, the media, representatives from recyclers' associations and waste pickers, as well as international development partners (UNEP, UNIDO, Japanese Embassy, World Bank Environmental Task Team).

UNEP has been assisting NESREA by sharing international experiences and best practices on EPR system design and operation, as well as developing an enforcement plan for EPR regulation at the state level in Nigeria.
