This is a capacity-building workshop for national focal points of the MEAs and the Montevideo Programme V to facilitate the implementation of Biodiversity and Chemicals/ Waste Multilateral Environmental Agreements.

Venue: Bugesere, Rwanda

The objective of the workshop is to provide a practical understanding on how the synergies and interlinkages between biodiversity, and chemicals and waste clusters could be promoted at the national level with a view of enhancing the implementation of the MEAs. The workshop will focus on strengthening whole-of-government approach by facilitating improved cooperation and coordination among the focal points and other government experts working across the two thematic clusters of MEAs. The workshop will facilitate exchanges on the development of national legal frameworks, knowledge products and strengthening of capacity to implement and enforce these national clusters. The newly adopted Kunming-Montreal Global Biodiversity Framework will be one of the entry points for the discussions. 

The workshop will lay the groundwork towards fostering collaboration and synergies within the thematic clusters of MEAs. In particular, it will take into consideration how the ideas reflected in the Nordic Council of Ministers report1 (issued in 2022) on strengthening collaboration and coordination between biodiversity and chemicals and waste clusters could be brought forward in a concrete way. The workshop will also build on the conclusions of the consultation workshop of conventions on the Global Biodiversity Framework (“ Bern II”).

The inputs provided during the workshop will be compiled in the workshop report to facilitate future work of UNEP in supporting implementation of MEAs. 

The workshop will bring together national focal points of MEAs and government experts working on biodiversity and chemicals and waste clusters from 9 countries in East Africa and the SADC region which include Rwanda (host), Kenya, Tanzania, Uganda, Malawi, Namibia, Botswana, Zimbabwe and Zambia. 

In addition, each participating country has been encouraged to invite their national focal point for Fifth Programme for the Development and Periodic Review of Environmental Law (Montevideo Programme V). The invitation has also been extended to the two African representatives of the Montevideo Programme Steering Committee (Zambia and Uganda) and the SAICM focal point for Africa (Angola). This will strengthen institutional arrangements for synergistic implementation of the selected MEAs with a view to strengthening cooperation between the MEA focal points and the Montevideo V focal points. 

The secretariats of the following MEAs and relevant substantive colleagues from UNEP will participate in person or virtually: 

  1. Basel and Stockholm Conventions 
  2. Minamata Convention on Mercury   
  3. Convention on Biological Diversity  
  4. Convention on Migratory Species
