Ad Hoc Intersessional Open-ended Expert Groups: In-person meeting

24 - 28 August 2024 | United Nations Conference Centre (UNCC), Bangkok, Thailand

Registration for States Members of the United Nations, members of United Nations specialized agencies and regional economic integration organizations for the ad hoc intersessional open-ended expert groups meetings is open.

The deadline for registrations is 28 June 2024, 23:59 East Africa Time.

Each nominated expert must register individually through INDICO. The registration link is not in the public domain and was circulated to all delegations in Annex A of the invitation letter from the Executive Secretary of the Secretariat of the Intergovernmental Negotiating Committee, dated 30 May 2024. The letter and respective annexes were circulated to the nominated INC Focal Points and Permanent Missions accredited to UNEP.

Each expert designated to attend the in-person meeting must register individually. The following documentation will need to be uploaded by the nominated experts in INDICO at the time of the registration:

  1. Copy of the Note Verbale or official letter with the list of experts nominated to participate in the respective ad hoc intersessional open-ended expert groups meeting.
  2. passport-size colour photograph (with white, grey, or neutral colour background).
  3. The passport biographical page.

Please note that the review and verification process is not automatic and can take up to a few days.

The experts designated to receive travel support are encouraged to apply for travel support as soon as possible but no later than 28 June 2024. The process is described in Annex A of the letter of the Executive Secretary.

Please be informed that the registration for the in-person meetings of the ad hoc intersessional open-ended expert groups and the application for travel support are two separate processes and delegates must have their registration approved before submitting their request for travel support.


  • Media accreditation

    Media accreditation is now closed for INC-4.


    Media accreditation is strictly reserved for members of the press: print, photo, radio, television, film, news agencies, and online media who represent a bona fide media organization.

    The following documents must be uploaded on the INDICO registration form at the time of registration:

    1. Media Pass
    2. A passport-size colour photograph (with white, grey, or neutral colour background) of the representative.
    3. The passport biographical page of the representative.

    The deadline for registration is 16 April 2024.

    Members of the Committee can register media, including journalists in their delegation and official photo and video personnel, on-site at the venue, by providing an official note from the Permanent Mission or the Embassy, along with a copy of a valid passport.

    Please be informed that no registrations can be processed via email. All registrations must be submitted online via the INDICO registration system.

    The third session of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment (INC-3), took place at the United Nations Environment Programme (UNEP) Headquarters in Nairobi, Kenya from 13 to 19 November 2023.

  • Second Session (INC-2): 29 May - 2 June 2023

    The second session of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment (INC-2), took place from 29 May to 2 June 2023, at the UNESCO Headquarters in Paris, France. 

    Pursuant to United Nations Environment Assembly (UNEA) resolution 5/14 entitled “End plastic pollution: Towards an international legally binding instrument”, the participation in the intergovernmental negotiating committee (INC) was open to all States Members of the United Nations and members of United Nations specialized agencies, to regional economic integration organizations and to relevant Observers, consistent with applicable United Nations rules. In the same resolution, UNEA requested the Executive Director to facilitate the participation of, and close cooperation and coordination with, relevant regional and international instruments and initiatives and all relevant stakeholders in the context of the mandate of the intergovernmental negotiating committee.
