Second Part of the Fifth Session (INC-5.2)
5 - 14 August 2025 (Regional Consultations will take place on 4 August 2025) | Geneva, Switzerland
Pursuant to United Nations Environment Assembly (UNEA) resolution 5/14 entitled “End plastic pollution: Towards an international legally binding instrument”, the participation in the Intergovernmental Negotiating Committee (INC) is open to all Member States of the United Nations or Members of its specialized agencies, to regional economic integration organizations, and to relevant Observers, consistent with applicable United Nations rules. In the same resolution, UNEA requested the Executive Director to facilitate the participation of, and close cooperation and coordination with, relevant regional and international instruments and initiatives and all relevant stakeholders in the context of the mandate of the Intergovernmental Negotiating Committee.
The second part of the fifth session of the INC (INC-5.2) will take place fully in-person.
Registration for all categories below opens on 6 March 2025.
The deadline for registration is 6 June 2025, 23:59 East African Time.
There will be no on-site registration.
Please be informed that no registrations can be processed via email. All registrations must be submitted online via the INDICO registration system.

Member States of the United Nations or Members of its Specialized Agencies and Regional Economic Integration Organizations
The INDICO registration link for Member States of the United Nations, Members of its specialized agencies and regional economic integration organizations is not in the public domain and was circulated with the invitation letter from the Executive Secretary of the Secretariat of the Intergovernmental Negotiating Committee, dated 3 March 2025. The letter was circulated in an email notification on 3 March 2025, from the INC Secretariat to the designated National Focal Points, Permanent Missions accredited to UNEP and Ministries of Environment.
Each delegate will be required to register individually in INDICO.
The deadline for registration for INC-5.2 is 6 June 2025, 23:59 East African Time.
The following documentation and files must be uploaded in the INDICO registration form at the time of registration:
- Copy of the Note Verbale or official letter from the relevant Ministry, or from their Embassy or Permanent Mission, dated and addressed to the INC Secretariat. The Note Verbal or official letter must clearly indicate:
- The name and date of the INC session.
- The name of the head of delegation and names of any alternate representatives and advisers, as per Rule 6 of the draft rules of procedure provisionally applicable to the work of the INC.
- Detail all the names and functional titles of the nominated members of the delegation.
- The two delegates designated to receive travel support, in order of priority, where applicable.
- A passport-size colour photograph (with white, grey, or neutral colour background).
- The passport biographical page.
Please note that the review and verification process of the registrations for INC-5.2 is not automatic and may take a few days, which varies according to the volume of registrations received.
To facilitate the participation of representatives from Member States of the United Nations and Members of its specialized agencies at INC-5.2, funding will be available from the voluntary contributions made by donors to support the participation of a maximum of two (2) delegates from developing countries and countries with economies in transition, with priority given to Least Developed Countries and Small Island Developing States.
The delegates designated to receive financial support are requested to submit an additional application for funding through INDICO by following the additional Indico link and the process described in the letter of the Executive Secretary, dated 3 March 2025.
Delegates from eligible countries designated to receive travel support are encouraged to apply as soon as possible but strictly no later than 30 May 2025, 23:59 East African Time.
Please be informed that the registration for INC-5.2 and the application for travel support are two separate processes and delegates must have their registration for INC-5.2 approved before submitting their request for travel support. Therefore, delegates are strongly advised to register for INC-5.2 well in advance of the deadline for travel support.

Observers from Intergovernmental Organizations (IGOs) and Other Entities
Participation in the INC-5.2 will be open to the following accredited Intergovernmental Organizations:
- Non-member States, entities and organizations having received a standing invitation to participate as Observers in the sessions and the work of the General Assembly (UNGA).
- IGOs accredited to participate in the sessions of the United Nations Environment Assembly (UNEA).
- IGOs accredited to participate in the meetings of the governing bodies of Multilateral Environmental Agreements (MEAs) and regional environment conventions administered by UNEP.

IGOs that fall within one of the categories listed above will be able to register up to five (5) representatives through the online registration system INDICO to participate as Observers in the second part of fifth session of the INC.

- Copy of the nomination letter in the organization’s letterhead, with the composition of the delegation to INC-5.2, containing the names and functional titles of their representatives. Organizations are requested to submit the letter in PDF format.
- A passport-size colour photograph (with a white, grey, or neutral colour background).
- The passport biographical page.

Non-accredited Intergovernmental Organizations (IGOs)
Intergovernmental Organizations interested in obtaining accreditation can submit an application addressed to the Secretary of the Governing Bodies, United Nations Environment Programme, requesting accreditation. Please be informed that there is no fast-track accreditation for INC-5.2.

Observers from United Nations Entities
Representatives of Specialized Agencies (FAO, ICAO, IFAD, ILO, IMF, IMO, ITU, UNESCO, UNIDO, UNWTO, UPU, World Bank, WHO, WIPO and WMO) and related organizations (which include CTBTO Preparatory Commission, IAEA, ICC, IOM, OPCW and WTO), as well as from UN Secretariat, funds, programmes, regional commissions, Secretariat of the Multilateral Environmental Agreements administered by UNEP and other UN entities are requested to register through the online registration system INDICO to participate as Observers in the second part of the fifth session of the INC.
Each UN system entity will be able to register up to five (5) representatives through the online registration system INDICO to participate as Observers in the second part of the fifth session of the INC.

Observers from Non-Governmental Organisations (NGOs)
Accredited non-governmental organizations that fall under the following categories can register to participate as Observers in the second part of the fifth session of the INC:
- Organizations in consultative status with the Economic and Social Council (ECOSOC) (Special, General or Roster consultative status).

- Organizations accredited to UNEP and invited to participate in the sessions of the United Nations Environment Assembly (UNEA).

- Organizations accredited to the governing bodies of the Multilateral Environmental Agreements (MEAs) and regional environment agreements administered by UNEP.

- A nomination letter in the organization’s letterhead with the composition of the delegation to INC-5.2 containing the names, functional titles, and affiliation of the representatives. The letter must be dated and have the handwritten signature of the person responsible for the organization. Organizations are requested to submit the letter in PDF format.
- A passport-size colour photograph (with a white, grey, or neutral colour background).
- The passport biographical page.

A participant must be at least 18 years old to attend the INC-5.2.

Travel support for Observers from Non-governmental Organizations
To facilitate the participation of accredited Observers from non-governmental organizations (NGOs), the INC Secretariat is in the position to provide travel support for the participation of a maximum of 20 participants from accredited NGOs participating as Observers at INC-5.2.

Media Accreditation
Media accreditation is strictly reserved for members of the press: print, photo, radio, television, film, news agencies, and online media who represent a bona fide media organization.
Members of the press as defined above can register on the Indico registration platform: Media Registration Form.
The following documentation and files must be uploaded in the INDICO registration form at the time of registration:
- A valid press/media ID issued by the government/ media house/ journalists' association.
- A letter of assignment from the media house the journalist works for, if the journalist does not have a press pass.
- Links to pieces published over the past 6 months.
- A passport-size colour photograph (with a white, grey, or neutral colour background).
- The passport biographical page.
Members of the Committee can register media, including journalists in their delegation and official photo and video personnel, by uploading an official note from the Permanent Mission or Embassy in the registration form.
There's no formal limit to how many journalists one media house can register, but space/other logistical issues may force the INC to limit media numbers.

First Part of the Fifth Session (INC-5.1): 25 November - 1 December 2024
The first part of the fifth session of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment (INC-5.1), took place from 25 November to 1 December 2024 at the Busan Exhibition and Convention Center, Republic of Korea.

Ad Hoc Intersessional Open-ended Expert Groups: In-person meetings: 24 - 28 August 2024
Registration for States Members of the United Nations, members of the United Nations specialized agencies and regional economic integration organizations for the ad hoc intersessional open-ended expert groups.
REGISTRATION NOW CLOSED: the deadline for registrations was 4 July 2024, 23:59 EAT.
Each nominated expert had to register individually through INDICO. The registration link is not in the public domain and was circulated to all delegations in Annex A of the invitation letter from the Executive Secretary of the Secretariat of the Intergovernmental Negotiating Committee, dated 30 May 2024. The letter and respective annexes were circulated to the nominated INC Focal Points and Permanent Missions accredited to UNEP.
Registration is not available on-site for the in-person meetings therefore no registration facilities will be available at the United Nations Conference Centre (UNCC) venue.

The fourth session of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment (INC-4), took place at the Shaw Centre in Ottawa, Canada, from 23 to 29 April 2024.

The third session of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment (INC-3), took place at the United Nations Environment Programme (UNEP) Headquarters in Nairobi, Kenya from 13 to 19 November 2023.

Second Session (INC-2): 29 May - 2 June 2023
The second session of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment (INC-2), took place from 29 May to 2 June 2023, at the UNESCO Headquarters in Paris, France.
Pursuant to United Nations Environment Assembly (UNEA) resolution 5/14 entitled “End plastic pollution: Towards an international legally binding instrument”, the participation in the intergovernmental negotiating committee (INC) was open to all States Members of the United Nations and members of United Nations specialized agencies, to regional economic integration organizations and to relevant Observers, consistent with applicable United Nations rules.
