Country Status

Mongolia’s GHG emission contribution to global total is 0.09%[1]. However, GHG emission per capita is more than 2.7 times higher than the global average[1]. In November 2019, Mongolia updated its contribution to global climate change mitigation target to 22.7%[1], which corresponds to GHG reduction of 16.9 MtCO2e by 2030 from the baseline year 2010 with following measures: a) The BAU scenario and mitigation scenario up to 2030 are re-calculated, which is estimated to reach 74.3 MtСО2e in 2030 without LULUCF, compared to INDC 2015 baseline of 51.3 MtСО2e; b) Agriculture, waste, some industrial sectors and land use, land-use change and forestry (LULUCF), which were not considered in INDC 2015, are included in the NDC; c) NDC is developed in line with the national and sectoral policy documents and programs with the collaboration of sectoral ministries and related stakeholders (Nationally Determined Contribution 2019).

In July 2021, the Government of Mongolia approved the Action Plan for implementation of the NDC for 2021-2025 that includes 8 goals, and 75 measures. The priority focus areas of the NDC Action in Mongolia project are: i) Climate Smart Arable Farming, and ii) Energy Efficiency of engines and motors in the industrial/mining sectors of the country.

The adaptation measures in agriculture sector under this Action Plan are defined as follows:

  • Introduce drip and permeable irrigation technology and plastic film coating in the production of irrigated potatoes, vegetables, and fruits in order to reduce water and irrigation costs and save labour costs;
  • Establish a forest strip and fencing of grain and fodder technical plant areas in order to prevent the effects of climate change and drought.

The mitigation measures in industry sector are:

  • Improve the energy efficiency of industrial electric motors and install energy-efficient lighting;
  • Implement MNS ISO-50001:2019 standard of Energy Management System;
  • Improve energy consumption norms per unit of production and service in the industrial sector.
