Process
The process to renew the Asia Pacific 10 Year Framework of Programmes Roadmap for Sustainable Consumption and Production 2014-2015 was initiated by the Asia Pacific 10YFP Board Members, the Ministry of Environment and Forestry in Indonesia, Republic of Korea (through Korea Environmental Industry and Technology Institute) and former 10YFP Board Member, the Ministry of Environment in Japan, and the Institute for Global Environmental Strategies (IGES). The process was supported by the 10YFP Secretariat and UN Environment Asia Pacific Office.
The development of the roadmap began with the organization of a Regional Consultation Workshop on Implementing Sustainable Consumption and Production in March 2016. The 10YFP National Focal Points and SWITCH-Asia Focal Government Points were invited to the workshop, alongside representatives from APRSCP, SACEP, ASEAN SCP Forum, GIZ and the EU.
The consultation was attended by 9 countries; Japan, Maldives, Cambodia, Sri Lanka, Vietnam, Philippines, South Korea, Indonesia and Bhutan. A large government delegation was also present from Thailand, in addition to the APRSCP, SACEP, ASEAN Forum on SCP, GIZ and the 10YFP Secretariat.
The objectives of the consultation were to;
- Review the Implementation of SCP in Asia and the Pacific 2014-2015,
- Identify a framework for the development of a new Roadmap for implementation of SCP in Asia and the Pacific,
- Agree on the parameters of a multi-stakeholder consultative process to obtain feedback and inputs on the structure and content of the Roadmap
During the stakeholder consultation a roadmap steering committee was established to drive the stakeholder consultations and the development of the roadmap document. The steering committee were composed of Korea Environmental Industry and Technology Institute (on behalf of Republic of Korea), the Institute for Global Environmental Strategies (on behalf of Ministry of Environment, Japan), Ministry of Environment and Forestry in Indonesia, Asia Pacific Roundtable for Sustainable Consumption and Production and UN Environment Asia and the Pacific Office.
After the stakeholder consultation an online survey was disseminated broadly to all Asia Pacific UN Environment Sustainable Consumption and Production government and 10YFP focal points. The survey was designed based on the outcomes of the stakeholder consultation and sought to identify key thematic priorities and activities to be included in the roadmap (e.g. institutional strengthening, policy development and implementation, policy-science interface, capacity-building, partnerships, and resource mobilization).
Survey answers to the survey were received from focal points from 15 countries; Thailand, Philippines, Bhutan, Indonesia, Japan, Nepal, Malaysia, Vietnam, Lao PDR, South Korea, Mongolia, Afghanistan, Singapore, Pakistan and Cambodia.
A draft roadmap was presented during the first plenary session of the 12th APRSCP; "Acting together for our Future Sustainability through Sustainable Consumption and Production (SCP)", 12 July, 2016. The APRSCP urged the participants to identify synergies and build cooperation to engage actively in the implementation of the Regional Roadmap on Sustainable Consumption and Production. It also highlighted that once finalized this will create a strong mandate for action and will be an important document for moving forward Sustainable Consumption and Production activities in the region and beyond.
Final comments from the 12th APRSCP and the consultations were then incorporated and the draft was re-circulated within the 10YFP Programmes, its leads and co-lead and amongst the Multi-stakeholder Advisory Committee (MAC) for final comments.
Roadmap partners
The development of the Asia Pacific Roadmap for Sustainable Consumption and Production 2017-2018 was co-funded by the Ministry of Environment in Japan and the EU funded SWITCH-Asia Regional Policy Support Component Programme, and developed in collaboration with the Asia Pacific Roundtable on Sustainable Consumption and Production, the Secretariat of the 10 Year Framework of Programmes for Sustainable Consumption and Production, Ministry of Environment and Forestry in Indonesia, the Institute for Global Environmental Strategies and the Korea Environmental Industry & Technology Institute.
The abovementioned roadmap partners were also represented in the roadmap steering committee which was established to drive the stakeholder consultations and the development of the roadmap document.
