The high-level segment of UNEA-6 was held from 29 February to 1 March 2024 and addressed the theme “Effective, inclusive and sustainable multilateral actions to tackle climate change, biodiversity loss and pollution.” The segment consisted of an opening plenary with statements by key dignitaries, national statements, three leadership dialogues, a multi-stakeholder dialogue and a closing plenary meeting, during which UNEA took action on the draft Ministerial declaration as well as the draft resolutions and decisions. The high-level segment was supported by a report by the Executive Director (UNEP/EA.6/2) and the guidance provided by the President of UNEA.

Guidance on inscription and delivery of national statements during the high-level segment of UNEA-6
The list of speakers will open for inscription on Monday, 15 January 2024, 5:00 p.m. (Nairobi time) and will remain open for inscription until Wednesday, 28 February 2024, however, delegations are strongly encouraged to inscribe by Friday, 9 February 2024.

All Member States will have to an opportunity to deliver one national statement during the high-level segment. A list of speakers will be established in advance on a first-come first-served basis, with the customary protocol that ensures that Heads of State and Government speak first, followed by Ministers and other heads of delegation.
National statements are expected to be delivered in person, however, exceptionally, pre-recorded video messages could be provided by Heads of State and Government who will not be able to attend in person. These pre-recorded video messages would be played in the plenary meetings following its introduction by the President of UNEA or the presiding officer. Pre-recorded video messages at ministerial-level or below would be uploaded on the website but not played in the meeting room and not reflected in the meeting report. Time permitting, statements can also be delivered by observers in-person.
e-deleGATE portal and e-Speakers module
To facilitate requests for inscription on the list of speakers for national statements at UNEA-6, the Secretariat will implement the e-Speakers module which will be accessible through the e-deleGATE portal.
The e-deleGATE portal is a secured site which centralizes a range of e-services and other resources provided by the Secretariat to facilitate the workflow of Member States of the United Nations and their delegates. e-Speakers is a module which will be available on the e-deleGATE portal for the inscription of speakers for national statements at UNEA-6.
Assignment of access administrators
All Permanent Missions/ Embassies located in Nairobi are therefore requested to communicate to the Secretariat by Wednesday, 15 November 2023, the names and contact of two staff who will be the access administrators in their Permanent Mission/Embassy located in Nairobi. An email was sent to the Missions/Embassies on 18 October 2023.
In addition, all UNEP national Focal Points from delegations which are not represented in Nairobi through Permanent Missions/Embassies are also requested to communicate to the Secretariat by Wednesday, 15 November 2023, the names and contacts of two officials who will be the access administrators in their Office. An email was sent to the Focal points on 18 October 2023
Expected role of access administrators
Access administrators will have the ability to create, manage and remove the access of their delegates to e-deleGATE and to the e-Speaker module. The Secretariat has organised two training sessions on e-deleGATE access management for access administrators in December 2023. An extra training session took place on 17 January 2024.

Delegates who will be granted access by their access administrators to the e-deleGATE and to the e-Speaker module will have the ability to inscribe their delegate on the list of speakers for national statements.
