More than 90% of road crashes take place in developing countries, with Africa having the highest road traffic fatalities, at an alarming 246,000 deaths each year. The African vehicle fleet is set to grow five times by 2050, and the road safety impacts are likely to rise exponentially.

Between 2015 and 2018, 14 million used vehicles were exported worldwide. Seventy per cent were intended for low- and middle-income countries, especially in Africa. However, no harmonized regulations exist regarding the minimum importing and exporting requirements for trading used vehicles and how the information about the compliance to these requirements should be exchanged.
