The waste management sector in Ghana requires action on multiple fronts, include investment in waste reduction, reuse and recycling; implementation of integrated land use management; urban planning (e.g., recycling plants and factories for the production of organic fertilizer (composting)); training in waste recycling and waste engineering; and implementation of existing policy instruments for integrated waste management.

In addition, fiscal policy instruments and regulatory tools that can help green the waste subsector need to be developed. Examples of these are high fees for waste collection; heavy fines for indiscriminate disposal of wastes; eco-labelling for certain items; high taxes on non-degradable plastic materials, especially plastic bags; incentives for entrepreneurs to establish recycling plants; and introduction of a volume-based waste fee system.

In addition to identifying gaps in policies, regulations, laws and standards in the priority sectors to address potential roadblocks to green business development, the policy support component of SWITCH Africa Green supports the formulation of specific policies, regulations and standards and the establishment or strengthening of the institutions needed for resource-efficient and green businesses to emerge and grow.

Implementation of the SWITCH Africa Green Programme started in March 2014 and Ghana has implemented several activities under the 3 components of the programme (Policy support, Green Business Development and Networking Facility). A National Implementation Plan has been developed which identified areas such as policies, capacity building, regulatory frameworks, incentive structures, tax and market-based instruments, awareness creation, etc.

Biogas is a type of alternative energy source that is naturally produced from the decomposition of organic waste, thereby reducing the harmful health impacts of waste ending up in landfills or sewage sites. Ghana serves as role model for other SWITCH Africa Green countries for integrated waste management, especially when it comes to biogas technology.

SWITCH Africa Green convened about 80 stakeholders from six African countries for a regional policy dialogue in Accra on 23 and 24 March 2017. The objective of the dialogue was to create a common understanding of the policy landscape and enable countries to strengthen their institutions with the appropriate tools and legal instruments for green business development in the four SWITCH Africa Green priority sectors: agriculture, integrated waste management, manufacturing and tourism.
