Digital Demand Driven Electricity Networks Initiative (3DEN)

The Italian Ministry of Environment and Energy Security  – together with the International Energy Agency (IEA) in collaboration with UNEP – launched an initiative to step up global climate action and uptake of clean energy models, known as Digital Demand-Driven Electricity Networks Initiative (3DEN) in 2021.

With the successful completion of Phase I of the Initiative in 2024, 3DEN Phase II was launched in January 2025, accompanied by a Call for Proposals. Phase II is looking to fund projects that accelerate the digitalization of agriculture and urban energy networks, starting with seven African nations— Ethiopia, Kenya, Morocco, Nigeria, South Africa, Tanzania and Tunisia— alongside Brazil.  Applicants are invited to submit project for a maximum of US$2,000,000, excluding co-financing, to be implemented within a 24-month timeframe.

3DEN aims to demonstrate the fiscal, energy and operational value of digitalization and digital tools, helping countries accelerate progress on effective utilization of resources through policy, regulation, technology and investment guidance.

The project brings together stakeholders to foster dialogue and share experiences. These stakeholders include the International Smart Grids Action Network, the Clean Energy Ministerial, Mission Innovation and the User-Centred Energy Systems, Energy in Buildings and Communities and Energy Efficient End-Use Equipment Technology Collaboration Programmes.
