The first session of the INC to develop an international legally binding instrument on plastic pollution, including in the marine environment, took place at Punta del Este Convention and Exhibition Centre from 28 November to 2 December 2022.

Regional consultations took place on 27 November 2022.

Provisional programme of the first session of the intergovernmental negotiating committee to develop an international legally binding instrument on plastic pollution, including in the marine environment

As delegates prepared for the first session of the intergovernmental negotiating committee, the secretariat provided the provisional programme to facilitate discussions at the session. Below is an updated version of the annex in the annotated agenda.

Multi-stakeholder forum on 26 November 2022

Paragraph 16 of resolution 5/14 requested the UNEP Executive Director, subject to the availability of financial resources, to convene, in conjunction with the first session of the intergovernmental negotiating committee and building upon existing initiatives, where appropriate, a forum that is open to all stakeholders for the exchange of information and activities related to plastic pollution. The forum was organized on 26 November. Further information on the forum is available here

Following the OEWG, Member States, members of Specialized Agencies and relevant stakeholders were invited to make submissions on: (i) the sequencing and organization of INC; (ii) substantive issues which would contribute to preparation of documentation for INC-1, in particular, regarding potential elements of the future instrument as well as priorities, needs, challenges and barriers and overview of national measures; and (iii) the content and considerations for the preparation of the forum as set out in the OEWG information document entitled ‘Preparations for the forum’ (UNEP/PP/OEWG/1/INF/4).
