To support forty-three (43) developing countries to prepare and submit Biennial Transparency Reports (BTRs) and National Communications (NCs) that comply with the United Nations Framework Convention on Climate Change (UNFCCC)/Paris Agreement (PA) reporting requirements; and respond to their national development goals.

To support the development of national fuel economy policies in 20 countries, 6 countries through GEF-5 STAR Allocations and 14 without GEF funding, using existing tools developed with GEF-4 support (examples are the fuel economy baseline calculation methodology and online GFEI toolkit). In addition, to support coordination of the 20 country projects at the regional level to ensure that results are disseminated to other countries within the region. This will result in reduced vehicle fleet CO2 emissions in these 20 countries inline with the Global Fuel Economy Initiative's target of a 50% improvement of the overall global fleet fuel economy by 2050.
The project will provide financial and technical support for the preparation of National Communications (NCs) to the United Nations Framework Convention on Climate Change (UNFCCC) in 12 non-Annex I Parties that have completed preparation of their current national communications. The proposed project will seek to strengthen the information base and institutional capacity of the national institutions involved in the development of national communications in order to integrate climate change priorities into development strategies and relevant sector programs. The project will ensure that countries not covered under the current National Communications umbrella project under GEF-4 , and which seek support from UNEP will have expedited access to financial resources for their National Communications. It will also ensure continuity in the strengthening of national capacities and institutional mechanisms for the preparation of National Communications by building on previous achievements and addressing gaps.
To facilitate access to GEF funding by 20 countries for Enabling Activities to meet their obligations under the UNCCD a) alignment of NAPs with 10 – Year Strategy and b) Reporting and Review process

The overall objective (goal) of the project is to pilot nationally-driven integrated processes and approaches to reporting to the three Rio Conventions (CBD, UNCCD and UNFCCC). More specifically, the project will (a) develop integrated approaches to data collection/analysis and information management of relevance to the three Rio Conventions; (b) increase synergies in the process of reporting to the three Conventions without compromising COP decisions in this regard; and (c) contribute to improved overall planning and decision-making processes at the country-level related to the implementation of these Conventions.
